1. The meeting was called to order by Mr. Linton at ]:00 P.M.
't. Approval of Minutes: Motion by Nr. Thompten t approve the Minutes of
March 9, 1988 with the following statanen ts, under Item No. 3, made by 11r.
Thompsen, to be included in the Ili nu tes: Traffic data used for Kinder-Care
appear to be about two years old. Also, 95X seemed un ual ly high in terms
of a passer-by capture rate. Motion seconded by Mr. Haynie. Dlotion carried
by a unanimous roll call vote.
3. Site Plan - Comaercial/Residential Building - Applicant/Owner: Lha rt es
Comeau. Location: North side of E. Church Avenue, approx. 220' west of
Nwy. 1]-92. Zoning: C-3.
Mr. Linton referenced Officer Rp ssi's comment letter regarding a Conditional
Use being required for residential units and the requirement that the
w iden tial unit meet the area and bulk regulations of Section 503. Plr.
Linton stated the unit did not meet tM1e square footage requirement for s~
of unit. Mr. Land said each unit also had aloft area and each unit exceeded
the minimum requirement far size of unit.
The CPA, by consensus, requested that Officer Rossi r ew [M1e site plans
from a Police viewpoint, i. e, traffic, fngress/e9res SOto site, etc. and not
from a Toning standpoint.
LPA discussed the Arbor Ordinance and discussed the addition of trees to buffer
LM1e residential areas to the west and north.
Motion by Mr. Nayn ie, s conded by Mr. Emory, that the Comeau site plan be
nmende0 £or approval to the City Corm issi on subject to outstanding staff
ents being compl ietl with prior to 9oi ng to City Cpmmiss ion and subject
to~adtli tional 14 trees being planted and that fence be extended o est side (6')
needed, also plans showing elevations of buildings be cprrectednto show
correct direction. Motion carried by a unapt moos roll call vote.
The LPA asked the Bevel peer if he would consider wrapping the brick around tM1e
Church Avenue side of the bu it tli ng. The LPA enpha si zed that tM1is was only a
request, not a requirement. Mr. Comeau said he would consider doing as the
LPA su9ges ted.

Mr. Nagler intletl the LPA that there would be a City Comm scion Work Session

Mr. Nagle advised the LPA Lhat the City is still tryi n9 to find so ne to
on the County Roatl Impact Comnissi on. He stated the Commissmon meets
atr4e00 PM and will probably only have a half dozen more meetings scheduled.
Mr. Linton advised the LPA that [he Lity Commission authorized that a
ordin e 6e written to eliminate the salaries for the meinb ers of th enLPA.
Mr. Thompse su gges ted the money savetl from salaries be fun nel etl back into
the Planning Oepa rtment.
