The meeting was celled to order at ]:00 P. M. 2. Approval of Ftinutes of September 24, 1986: Motion by Mr. Nanmond, seconded by Mr. Loch ra ne, to approve the minutes of September 24, 1986 as written. Ploti on carried by a unan~mpus roll call vote. Mr. Wickham joined the meeting at this tilae. 3. Site Plan - Hunt Building. Location: SVI corner of SR 434 and S. M1li twee Street. (formerly S. West Lake Street). (3P-15-86) Mr. Wickham tlecl aced a onfl ict of interest, stating his firm was the Landscape- Architect for the Hunt Building site plan. ~ Mr. Loch rane declared a conflict of interest, stating his firm was the engineering firm for the Hunt Building site plan. Bevfn stated, regarding the West Lake Street right of way, that hunt Corp. would be pleased to donate the additional 20 Feet of ROW for West Lake Street or pay for half the paving and drainage. He stated to requi reU both would be quite a lot to ask. Fir. Nagle stated the original agreement between Nunt Carp. and the City regarding paving a portion of West Lake Street would have to be re arched. Ne stated, at this tfine, the Lf ty intended to pave West Lake Street by as lent. He stated the paving plans indicate a 30 foot right of way but that the Li tys Engi near woultl be tlesi reous of a 50 foot RDW, which would meet ail city codes. Mr. Cev in asked if their site plan would be held up at the LPA level due to the question on the paving and dedication ofi road way. Mr. Nagle stated i[ would be a City Commission decision as to what would be required. Mr. Nagle stated ]4 e isti ng trees wi17 be felled due to the proposed c ns tructi on. Mr. Haynie suggested that in addition to the 33 propo setl new trees [o be pl antetl that eight adtli tionai t es be planted along SR 434 and West lake and that i` any other trees ar oved,ethat they be replaced on a 1 to 1 ra if o. Mr. Haynie further suggested thatethemtrees be planted to enhance the landscapi nq design rather than planting tneni in w along the right of way. FI r. Wickham stated the owner agrees to the addition of ei ghi trees. Regarding Mr. Nagle's Bugg es tion that hedges be ~ planted at east end of property atljacent to the parking a a, M1ir. Wickham stated they were providing pampas grass, hawtn ornes and trees and there was also some exi s[i ng vegetation that Lhey will preserve. Motion by Mr. Nayni e, seconded by Mr. Hanmond, to recommend approval of the land Planning Agency -2- October e, 1986 Hunt Building site plan subject to the paving and detl ica ti on of right of way on 5. West Lake Street (5. Milwee Street) being resol vetl between the City Lonmi ssi on, Lf ty Planner and Ilnnt CorD• and also that the 33 new trees be planted as proposed plus an additional 8 trees be planted, location a[ discretion of the ow and his landscape architect to enhance the landscaping design and al so, if anyra ddi ti onal trees ar oved, that [hey be replaced on a e to on ratio, also subject to any a ddi tional rou [s tandi ng staff and ORM&P conmlents being complied with, and that the 58 feet of hedges, as suggested by the City Planner, be planted if the additional riyht of way is dedicated and the pa rkf ng a a is 5' or less from the right of way. Final Plat and Plan - Replat of 31 eepY Hollow First Atldi tion, Lot 2. Applicant: Victor Eyal, c/o Robert J. Fritz. Loco tf on: Ga rtlen Lane, Sleepy Hollow 6ub- division. Zuni ng R-10.. Mr. Nagle stated the developer of the plat for the ne subdivision would have to decide if he was going to draw up ne restrictive co na nts or adopt the existing ants of the Sleepy Hollow Fi rs twAddi tion subdivision. He stated i[ was the developer's option to do either. Mr. Land asked if he could address each of Mr. Nagl e's written co men ts. No. 1, Mr. Land stated the dedication w ect and wenld be c ected. No. 2, the 15 foot wide utility ea cements tloesostill exist. No. 3.~ra lent was not needed to the lake as the lot is a flag Iot into the lake. Motion by Mr. Hammond, seconded by Mr. Haynie, tp r ommend approval of the Oak Lake Final Plat and Plan subject to compliance wi theall staff and ORMBP comments. i4otion carried by a una nlmous roll call vote. 5. Additional Discussion Items. Mr. Linton stated, on the advice of his tloc tor, he would be taking an extended vacation, 4, 6, or 8 weeks.
