1. Ili. Linton called the meeting to order at 8:45 P.I.1.
2. Review of Proposals to Upda [e Comprehensive Plan.
19r. Nagie stated four proposals had been re ved and a copy of each had been
distributed to eacn member of the CPA. Mr.cNa91e asked if each member had read
alt the proposals in detail and m members stated they had skinmed each pro-
posal but had not read each in detail. Mr. IJagle requested Chat each member
read each pro OOSaI in detail and nra ke a list or matrix indicating how each
firm will approach and complete the plan, iisti ng such thi n9s as how many nreeti n9s/
public hearings will they attend, how many models, maps, people assigned to the
task, etc. He asked that the members evaluate each proposal to see what we ar
going to get for the money. Mr. Nagle asked that the members specifically look
at the proposals to as re that [he proposal i not just a superfi ciai plan
that meets the letter of the law but not the spirit. Mr. Wickham stated it was
important to evaluate each proposal based on the Scope of Services t e that
eacn one provides what was requested. Mr. Nagle offered other cri tart aeon which
to base the evaluation such as, local experience, quality of those doing the
work, ability to perfornr in a timely manner, depth of plan, references, r
and qualifications of people working on the project, al so, look for unnecessary
details which were not part of the Scope of Services.
Mr. Loch ra ne stated he believed the LPA should evaluation the proposals based on
the scope of se and make a nmenda tign to the City Lwmfi ssi on or at least
make a nrnenda Lion based on qualifications of the ff rm. Mr. Nagle also suggested
that theeLPA formulate a list of questions for the Li ty Commission to use during
their interviews of the fi rnrs they select to interview. An evaluation matrix was

Motion by Mr. Cochrane, s conded by Mr. Wickham, that as aboard, the LPA re

firm. Motion carried by a unanimous roll call vote.

packet to Mr. Nagle prior to the req ul ar meetf ng of the 26th of February so that
the packets can be cwipi led for the meeting of the 26th antl wi 11 be ready for
submittal to City Comni ssion by February 28th.
Motion by Mr. Haynie, seconded by Mr. Wickham that the LPA attempt Yo get all
