The Land Pl anni n9 Agency held its requla riy scheduled meeting at ]:00 P.M, in
the Longwood City Commission Chambers on January 22, 1986.

1. The mee ti nq was called to order at ]:10 P. M, by Mr. Linton
2. Approval of Ni nu tes of January 8, 19II6 mee ti n9: Notion by Mr. Wickham,
condetl by Nr. Hammond, to approve the Mi nu [es of the January 8, 1906 meeting
as written, flotf on carried by a unanr moos roll call vote.
3. Mr. Linton stated that f1s. Kramer would be a little late. Mr. Cochrane
asked £or an explanation of who Ms. Y.ramer was and why she was glut n9 a presentation
on the Cgmp Plan. Mr. Hag le stated the City Commission Fad authorized a ora torium
to clear vp the backlog of applications and also to give staff and the LPA time to
uork on the Comb Plan. Mr. Nagle stated Ils. I:ramer read about the moratorium and
and stated she wa interested in su Mitti nq a proposal to do the update.

Evaluation and Appraisal Report for $5,000.
Mr. Cochrane asked if the Li ty Coiwni ssi on had given authorization t e proposals
from consul Ci n9 fi nos to do the vpda Ye, etc. flr. Nagle stated the Ci tyc Hawai ssi on
had agreed that an update wa needed and agreed Mr. Na91e should pursue haul nq the
plan updated. However, Mr. Nagle stated, where the money is to cane from is still
esol ved. Mr. LocFrane asked the LPA if they did not consider it in the best
interests of the Li ty to advertise for a sHi toot. "1r, Linton agreed with Mr.
Loc Frane but s[a ted that time was of the e~ n that the moratorium would be
lifted the end of March and to 9q 0 adswoul dr take m e time than could be
spared. Mr. lli ckham a9 reed that the iCi ty should adverti ~e. Mr. Nannnwntl stated he
believed it was up to the City Conmii ssi on to decide if they want to 90 out to ad.
Mr. Cochrane stated it was difficult to accept proposals without a deft ni to scope
of work au tli ned.
Mr. Linton stated Ms. Kramer had arrt ved and introduced her t0 the CPA.
Ms. Kramer stated she a9 reed with the State in many aspects on their re ent planning

Ms. Kramer stated she believed the Comprehensive uPl an ss howld be tailored to the
needs of the individual town and should reflect the needs and desires of the citizens

Ms. Kramer stated she preferred to work with the staff in whatever capacity the
City needs so that when the plan is finished it is s i4 the staff had done the
plan. Ns. Kramer stated she has lived in the Orlando areas ce 19]1 and has
worked in the pl anni n9 field, m inly for private firms, s enthen. She stated
she a1 so worked far a short time with the City of Lli nter Sprt ngs and worked on
their Comprehensive Plan at that time. She further stated that her father has been
a Professor in pl'anni ng for 30 years for Georgia Tech and that she consults with
him very often regard in9 pla nni n9 i Ns. Kramer stated that to do the
entire process at one time is not goodeas planning is cyclical and needs to be
done in phases. Nr. Linton stated that Phase [cost was $2,500 antl asked if it
completed quickly would the cost be proportionate. Ms. Kramer answered yes.
Mrs Plag le asked Ms. (Tamer if the proposal included updating the zoning ordinance
to coordinate with the Plan and Ms. Kramer answered yes, z ni nq cannot be i
fl ict with the Ldnprehensf ve Plan. Mr. Ilic kham asked Ms. Kramer for her education
background. Ms. Kramer stated her BS was in Anthropology, work experience in
Planning and her h1S was in Urban and Regional Planning with sped ali ty rn
Canprehensi ve Planning. Mr, Wickham asked Ns, Kramer what information so
she would utilize. Ms. Kramer stated she would utilize her father as wells
firms like Knight and Sleeves, Landscape Architects, wham she on worked for,
well as text books, other zoos n9 ordinances, P,eg Tonal Pla nni n9eLOUnci1, c un ty
data, etc. Ms. Kramer stated she would initially work with City staff and with
all advisory boards and City Conmission antl citizens of Longwood in 9e tti n9 a
much input as possible. She stated that the more input received during the s
begs nni n9 stages of the update, the fewer problems down the road. She stated
she had been very su essful doing Lake Na ry's Dl an usi n9 this method. Ms.
Kramer explained thectime frame for performing the update. She stated that Phase
I and a portion of Phase l] could be completed before the end of the moratorium
(referring to her proposed pro9 ram dated January 22, 1g8fi ), She statetl it would
be Greferable to at least have the three alternatives fora land use element
by that time. She stated she believed this would be possible if work cwrvn nced
q uic kl y. and if a co s of agreement is ea ched between local boards and
citizens, the Li ty will shave a plan that wilt be so n adopted in woe form close
to that and ev n if it is not law, the direction the Li ty is stri vin9 for will
be evident, The Land Pla nninq Agency thanked Ms. Kramer for her presentation.
The LPA adjourned for a five minute recess.
hlr. lli ckham stated he believed the Li ty should advertise far proposals to complete
the work. Mr. Loc hra ne stated Lhe key items should be outlined in the scope of

Mr. Cochrane questioned if it w still n ary for the LPA t on tf nue with
the Evaluation and Appraisal Report. 11r, a Na91e stated he believed it would be
beneficial to have the LPA complete the EAR as the consultant would utilize it
~n preparing the official EAR report to the State.
