The Land Planning Agency held its regularly scheduled meeting at ]:DD P.M, in the
Longwood City Lonmission Chambers.

1. The meeting was called to order by Mr, llammond
2. Approval of Minutes of February 12, 1986 Regular Meeting, February iG, 198ti Work
Session and February 19, 1986 Work Session: Motion by Mr, tJi ckham, s conded by Mr.
Loch rane that due to the presence of only a simple quorum to defer the approval of
the Minutes of February 12, 198fi Regular Meeti nq, February 12, 1986 Work Session and
February 19, 1986 Work Session until the next regularly scheduled meeti n9. Motion
carried by a unanimous roll call vote.
3. Discussion and compilation of evaluation procedure and list of questions for
for submission to Li ty Commission for evaluating Proposals submitted for Update of
Comprehensive Plan.
Mr. Nagle stated it was sonm times di tfi cult to evaluate proposals due to the fact
that certain words and phrases that are used are open to interpretation. Mr. Nagle
briefly summ zed his evaluation of each proposal: He stated that Gl atti ng Lopez

for upda ring the Comprehensive Plan based on the EAR. Ms. Kramer's proposalm he
stated, appeared to be on the right track and wa supplying the ai ount of infonnati on
requested, however, the example of her work which she submi ttetl, an update far Lake
to ry, is lacking in depth and appears not to be a final v on but a draft of
s to their Camp P1 an. Mr. Nagle stated that bo iheMS~ Kramer and the firm
ofvGl atti ng Lopez' Proposals we within the budget figure o£ 512,500. Mr. flagle
stated that the Reynolds Smith and Hills proposal far exceeded the budgeted figure
and that it appeared to be a very comprehensive proposal, but unless they could
mend their proposal and budget figure, they probably could not even be considered
as he did not believe the Li ty Co~ii ssi on would consider $65,000 to update the
Lonip Plan. Mr. Wickham and Mr. Lochs ne both agreed that it would be unfair to ask
Reynolds Snii th and Nil is to ai lend their proposal and budget figure as two other
firms had bid on the budgeted figure and one other had overbid but not to the extent
Reynolds Smith had bid. Mr. Nagle continued and stated that in his opinion the
Ftor ida Land proposal niet the scope of se ices the best but their price exceeded the
budgeted figure by approximately $10,000,rv
Mr. Loch rane stated that when the Li ty Lamni ssi on interviews the fi nns would be the
ti nie to ask for specifics and clarify the proposals if they appear unclear. Mr.
Wickham stated he Fad r va tions about the Kramer and Florida Land proposals, however
he Fad less re rvations sabout their proposals than about the [wo others. Mr. Nagle
thanked Nr. Lochs ne for his list of questions for use during the interviews and
stated they could be used for each fi nn but he also would need specific questions
addressed to the specific firms re9a rdi n9 their individual proposals.
Motion by Mr. Loch rane, s conded by Mr. Wickham to reco mend to the City Conmission
that the City Lommi scion interview the following firms nDi one Y.ramer, Gya tti ng, Lopez

Kercher Anglin and Florida Land Desi 9n end Eng ineeri n9, Inc. for the update of the
Comprehensive Plan and further r end that the City Planner contact each pf
these firms to notify them of thecupcomi ng interview and that he advise them t
specifically address in their interviews what enhancements they might suggest to
their basic scope of se s which may be performed by Li ty Staff. Motion
carried by a una nrmous roll ecalt vote.
Mr. Nagle stated he would like to suggest to City Coinmi ssi on that they hold a work-
shop to interview the candidates and a regular nieeti ng to select the fi rnr and
also ask that the City Planner be included in [he negotiations between the Li ty
Attorney and the consul ti n3 fi nn. Mr. Nagle a5 ked the I. PA to submit some specific
questions that could be asked of the intli victual firms.
4. Additional Discussion Items. Plr. Wi ckbam suggested that the LPA begin work on
the sign ordinance and the zoning ordinance as was requested by the City tortoni ssi on
Mr. Nagle reques Yed the LPA pot nt out the Iand us con Fl acts which er on the map
and on the ground to what is stated in the Comprehensive Plan document.
Mr. Nagle stated one pf the conflicts is high intensity co cial abutting low
density residential and that one of his priorities was to include an RP Residential-
Professionat zoning category into the zoning ortli na nce and map.
