1. The meeting was called to order at ]:36 P.M.
2. Approval of Minutes: Motion by Hr. Hammond, s conded by Mr. Haynie to approve
the m of the dune 11, 1986 meeti n9 a written. Motion carried by a una n{mous
roll call evote.
Mr. Linton and the members of the Land Planning Rgency co {ended the staff on their
hard work and dedication in putti nq together the Agenda items for the meetings.
Pir. Na91e stated that due to legal adverti si n9 requirements at the LPA level, items
6, 9, l0, and it would be continued until approximately one month from toni9h t.
Notion by Mr. 4li ck ham, s conded by Mr. Namniond, to amend the agenda to delete Items
fi, 9, 10, and 11 i order for the legal advertising to be prepared for advertisement
of a Public Hearing at the Land Pl ann in9 Agency level. Motion carried by a
unanimous roll call vote.

wall could usurp the hedge but all other regal rements, rega rdi n9 trees bei n9 ins tat led,
should be required. Mr. Wickham stated he had s cots regarding the land-
scapin9. He sta tetl there needed to be a backfl ow preven for on the irrigation
system. He also noted that species of it not specified on the plans and
also in rect species na a shown onetheepl ans. Mr. IVi ckham stated these
discrepancies should be corrected before the plans are submitted to the Li ty
Cpnmii ss ion.
Motion by Mr, Haynie, s conded by Mr. Wickham, to re mnend approval of Baya's Custom
Auto Site P1 an to the City Commission subject to thecdevel oper meeting the City's
Rrbor Ordinance requirement of repl accment trees on a i:l ratio (16 trees) also
that all staff conmen is and LPA conmen is be complied wfth and also that a backfiow
preventor be installed on the irri qa ti on system to canply with Li ty codes. Motion

Mr. Hammond questioned what would stop anyone else from moving iota the house, if it
sol d,and occupying it as a duet ex? Mr.. McCall ister stated the house has a
separate unit occupied by his wife's mo [her but they share kitchen facilities.
He stated the unit/apartment, however, i not sized properly, by City code, to be
used as a duplex type unit. He stated there is a split se r utilizing on
meter and they are requesting two meters so that his mo the rVi nel aw can pay her e
elec c bill. Mr. 4li ckham stated the request could be gran fed only to the
eppl ica ntrfor the situation a it now exists. Mrs. Mc Cal lis ter stated she would
request the meter be removed if the situation [hang etl.

Atlj us tment, reoardi ng the first variance request, that from the wheel stops
out to the property line, the asphalt be removed and be placed into green space
and that the required landscapi nq within the 5' buffer be placed up behind the
wheel stops so that there is sary hardship placed on the developer at
a later time to move the lands ca penma tart als when LR 42] is widened. Motion
carried by a unanimous roll call vote.

ment, regarding va number two, that the va a that no landscaping buffer
be required on thernorth, east and west propertyrl tines he denied. Motion carried
by a unanimous roll call vote.

western property sine that abut the main storage yard until such time as landscaping

Also, that the southwest co r of the parcel, approximately 30 feet along west

ent that a v e be granted to waive the 5' landscaping island with required
landscapi n9 oft trees, shrubs, etc, on the head to head parking in the north parking
area. Motion carried by a unanimous roll call vote.
Motion by Mr. Wickham, s conded by Mr. Haynie, to re omnend to the Board of Adjust-
ment that based on the peculiar nature of the site and based on mendati ons
of the fire marshal that a variance be granted to permit the 13' %e60n portion of
Lie driveway, width to be no less than 13 feet. Motion carried by a unanimous roll
call vote.
Motion by Mr. Nayni gnded by Mr. Wickham, to r end to the Board of Adjust-
ment to 9ra nt the requested parking va es but ifcparki ng i nadequate at a
late rtime, the adtli ti onal parking as required would be constructed and also when
any building permit is requested for any changes to the building or site, the
site would be as ssed for need for additional parking as per city code. Motion

of the scoff letters against the 6-20-86 plans for the LPA stating which iCents
e addressed and which items still needed co recti on. Mr. Nagle stated the revs sed
plans appeared to have addressed most Of the issues.
Mr. Linton stated he believed the LPA should re e their re mmenda ti on until
after the doa rd of Adjustment rules on the va es being requested. Mr. Wickham
stated that if the board of Adj us tnient was torco with the LPA re mnendati ons
regarding the va rf ances, the only thing toot wool do need Lo be addressed would be
staff cpimnen ts.
