The Land Planning Agency held a work se n at 7:00 P11, Wednesday, February 5,
1986 in the Longwood City Commission Chambers.

1. The meeting was called to order at 7:00 P.M. by Mr. Linton
2. Mr. Nagle stated he had taken the liberty of allowing Mr. Shoemaker and Mr. McQueeney
to appear red ght as they had requested same guidance frail the LPA regarding an
that had ar en due to interpretation problems with Ordinance No. ,28. It was thesue
su s afsopi,i,, of the land Planning Agency to move Item 3. forward on the
Agenda.
Mr. Nagle e,plaf ned that Mr. Shoemaker and Mr. McQueeney were proposing to develop
the Garland property immediately west of Let's Putt Pmeri ca. Me. Nagle explained
that there is site plan approved far the site for an office building but apparently
the developer ran out of money and a ew contract had been negotiated with Mr. Mcpueeney
and Mr. Shoemaker. He further siatetlnthat if however they did not develop the property
that the ori9 tool developer of the office bufldi ng wa +siting in the wings and would
again ex se his option to purchase the property and build the office building
that hadeal ready been approved by the City.
11, Nagle explained that Mr. Shoemaker and Plr. Mcpueeney wanted the LPA to interpret
Ordinance NG. ]28, regardi n9 the definition Of boil di ng site, specifically the
statement "building sites shall a11. exclude any part of an xf sting public, o
private ea seient(s) andtA, "MhL-of-way(s) res rued far use by any person or the
public whichra o£ twenty (20) feeteo width." Mr. Shoemaker and
Mr. McQueeney s tatedetheys intend to building a tr iprpl a" ac ss the re r of the
property wf th two ou tparcels on the SR 434. These three parcels would share use of a paved
Retiment for ingress and egress and also a possible Cr ,ent to co nett the
rement Center with their site and the sites adjacents tooth, south. They questioned
how the impervious and_— surface would be counted on their project and what
parcel would be subject to including the paved easement as impervious surface on their
site.
Mr. Wickham stated that all three parcels should be deve toped with the understanding
that when the parcels are split that ali three parcels must maintain the ISR (Impervious
Surface Ratio). Mr. Wickham stated he believed the ordinance needed to be corrected
to read what was intended.
Platting the parcels was discussed and the developer stated that they would actually
be putt i n9 parcels together and only splitting off one parcel. They stated that on
of the out parcels wa isting no . The LPA stated that might be acceptable as long
as the property lines sofx the ex stf nq out parcel r ned as shown no The
developer asked ff the north -south a—ent could beat anted as pervious toward their
site as they we only requesting on cut onto SR 434 for the three parcels and
would agree to counting the east -nest easement as impervious, cam a promi se. The

Itr. Mc4Weeney questioned ff apportionment of the ea meats to each parcel would be
cceptabl e. It was the concensus of ag reenent of the LP0. that apportionment would
be a cep tabl e.
3. Evaluation and Appraisal Re Ports. Mr. Hammond submitted his report on Traffic/
Circulation. Mr. LOCI, submitted his report on Water/Sewer/gra inage/Solid Waste
Mr. Linton submitted the balance of his report on blW sf ng-Conmunity Fa cilf ties.

was the co of opinion of tM1e LPA that the EAR reports be discussed at
the February 121 86 meeti ng.III to the late hour.
Mr. Nagle stated he intended to amend Ordinance Ho. ]28 dealin9 with Building site.
R,. Wickham agreed. Motion by Mr. Haynie, seconded by Mr. Wickham that Mr. Nagle
mend Ordinance No. 728 to either delete the portion excluding ea meats fron� building
sites or amending it in order to clarify. Plotion carried by a unanimous roll call vote.
4. Motion to adi Wrn by Mr. Wickham, seconded by Mr, Haynie. Motion carried by a
unanimous vo ice Vote.

Pursuant to 0 orkshpp meeting of December 12, 1985, [ have r wed the
above elementsrof the Ci ty's a ved comprehensive plan for thevpurpose of
ing the relative s rofai lure of these elements, Ina ortlan<e
wi ChstM1e guidelines pre sentetlsin State Chapter 163, I have preparedcmy
op ions and suggestions after carefully considering the following items.
1. Major problems of development
2. Physical deterioration
3. Condition of the el xment at time of plan adoption versus resent
state.
1.Comp plan objectives versus actual results
5. Unanticipated problems
In addition to my c ary on the relative s r failure of the above
elements, I have, whe reo appr op ri ate, sugge steduc nstructive changes to the
comp plan pertaining t ove rll objectives, policies and standartls.
Potable Water Element
Aside from s ciffc policies which may o may n t be rel evanT t"" i

offer the following additional commentary:
1. The city'. goal, as stated in the plan, is to provide proper potable

(e) Standards ds ci 4l tali ons for ali n w distribution lines,
facilities,anmaterials, and constru<ci on methods.
2. Th. above water improvements plan has not been implemented as of this
date.
3. City Policy No. 3 calls for the a nof a isti ng potable w ter
planes whenever possible, I'm t not s ei fany plants be- been
acquired by the City during this p iotl, but [ would suggest that
this not be c sidered as the desired approach but rather en option
to be considered by Che City.

6. City policy No. 6 pertains to "'icle replacement and should n t be
mentioned a separate item but rather iotl udetl in the water
improvements plan.
]. City policy No. B indicates that the City will M1ave all newly
developed water systems dedicated to the m pality. While this i
desirable from a fntenance standpoint i psbouId be clearly noted
that all dedicatetlawatermai ns sM1ould a end only t roposetl w
meters and not beyond. Water meters and down stream piping 0-ld
be privately o ned and m aned and not subject to the maintenance
responsibilities of the Ci tyWoter Department.

Drainage Element

bad been adoressea. 1 could only find o reference to City wide drainage tel
antl that w s found under the s dry s element wherein o of the City
policies required that n w level opmentsep vide adequate s nitary swage
collection a well as proper drainage for •their sites. This is a ery
important element which must be prepared, not only because i t
If State Chapter 163, but because there a many drainage releted problemsme
ing in the City that do not need to be c unded any further. In
aria drainage element for the comp pl— I would suggest the following
il tems:
1. The goal of this element should be to e e that proper drainage is
provided, not only for n w d.,I opment within the City limits, but
also for existing reside ntl,l and commercial properties.
2. The objective of tM1is element must include the close cooperation with
adjacent < ordinate the u of stormwater m nagement
facilities (i ue�g storm ditches, lakes, streams, etc.).
3. Ana the, objective of this element should be to
do_'opment to conform to all local, s antl federal requirements
erta t ning to proper stormwater m en t. This 1d include
aIdres sing not only the quantitative but also the qualitative runoff
of stormwater.
4. A c rehen si ve drainage r art has been prepared by a vate
sultant for the City of Longwood. TM1is report i printly being
wed by the Eugt nee ring Department i ortler to evaluate and
identify the major tlrai nage problems 1.uItse within the City limits.
The first policy of this drainage element should be to complete this
.. luetio, and to adopt a plan to implement the drainage
recommendations in a cost effective and efficient manner.
5. Following c mpi eti on of the Engineering Department's r of this
drainage study, ft may be n y to prepare a e detailed study

comments in regard to the City's Comprehensive Plan:
