The Meeti nq wa called to order by Mr. Mei neke, Vice Chairman, in the absence of Herb Haynie, Chairman. 2. Approval of Minutes of October 13, 1982 Meeting: Motion by Mr, Smeri lson, s cond by Mr. Nananond to approve the Minutes of the October 13, 1982 Meeti n9 as wri ttene Motion carried by a unanimous roll call vote. 3. Final Plat - Golden Grove Subdivision - 2oni n9 R-1 -location: Southeast co of E ll on Roa and Longwood Ht 15 Road - Gevel Doer: Gavid Mai n9ot, erudar Oeve topers, Inc~.s Mr. Mai ngot, developer and Mr. Richard Stevens, engineer, present. ,,, Mr. Bryant presented the final site plan for Golden Grove stating the coca tion and stating that this was their final presentation with final engineering. Mr. Smeri ison questioned the drainage into the Highland Hi11s retention pond questioning whether the pond shown on the plan was the Highland Hi11s retention pond or whether it was going into Lhe retention pond located in the Florida Power e ent. Mr. 8rya nt explained that the overflow from Golden Grove was designed tosgo into the retention pond located 'in the Fi on da Power easement, not the retention pond located in the Highland Hills Subdivision. Mr, chacey spoke from the audience and stated he would like to clarify sayi n9 that Area 8 loco tetl in Highland Hi it s, the Iii ghl and Nil is retention pond, drains into the retention pond located in the Florida Power ea ement which is an extenti on of the Highland Hii15 pond - which is added storage. s Mr. Linton of Highland Hills said he wa not clear as to whether the water would 90 into the Highland Hills pond or nat. Mr. smeril son stated that although the retention verfl ow pond wa referred to as the Highland Hi its retention pond, it was in fact not located in Highland Hills, but was the overflow pond in the Florida Power easement. Mr. Namnond questioned i£ the front foot requirements of R-1 w met. Reply was yes. Motion by Mr. Smerii son to re mend approval of the Finai Site Plan for Golden Grove Subdivision subject to re mendati ons listed on City Engf peer's letter dated November 16, 1982, Items 1~2, 4, 5, fi, ] and 8 and also subject to re nmenda ti on pf 9uil di ng Official's letter dated November 23, 1982, Item 3. Mr. Bryant presented Lhe site plan sayi n9 that this project was actually a continuation pF the Longwood Lake tenter and Al bertsons, lying to the south, that it was properly oned and with proper drainage controls would have no flooding problems. He stated Handy Li ty would sit tp the re r of the Droperty and a tract fronting on 17-92 would compass sa e other small business. Mr. Bryant asked that any questions be directed to Mr. Rife or Mr. liil ler. Mr. Mei neke questioned if there would be any exits on East Street. Mr. Rife replied no that East Street was residential. Mr. Mei ne ke questioned if they would drain their water into a setts trig pond before got n9 into the Lake. Mr. Rife referred to Page 4 ofi their plan which shows a ski rimer which sc s off any oil or pollutants before enters nq the take. Ne stated that this is a DER requirement and that they have re ved DER's approval. He stated they had addressed each of the City's En9 sneer's comments i letter of November 18, 1982, and presented Mr. Meineke with information for fi lenand for Mr. Land's re Mr. Rife stated re Item 3 of City Engineer's letter, they would extend the the 8"vwater ma n to fire hydrant on site as requested. Mr. Lindsey questioned irrigation of green areas. Mr. Rife stated they plan to irrigate entire project, e n if it is not shown on the plan. He stated that they deve toped the Al berts ons' project and it was totally irrigated ai so. Motion by Mr. Lindsey to re mmend approval of the Nandy City Hume Smprovement Center plus outparcel as presentetlcoi ih the stipulation that Bevel oDer comply with City Engineer's re ammendati ons, letter of November 18, 1982. Second by Mr. Smeri icon. Motion carried unanimously. 5. Motion to adjourn by Mr. Smeril son, second by Mr, hlammond.
