The Land Planning Agency held its regular meeting on April 14, 1982 in the Longwood
Li ty Comni ss i on Chambers.

1. ApP royal of Minutes of March 24, 1982 Re9ul ar Meeting: Motion by Mr. Smeri lson,
cond by fir. Namnond to approve the minutes of March 24, 1982 meeting as written.
Motion carried by a unanimous roll call vote.
2. REQUEST EUR VAR[PNCE - APP LtcANT: MR. JOE E. Wlf [NTUN. VARIANCE REQUESTED EDR
LOT 4, LONGIJDDD. PB PG 3-21. Located on East side of CR 42] between E. LFUFCh
Avenue and Municipal Lot. Request is to build a ia1 building on - -
forming single lot of record which does not meet themsqua re toot requirements for a
ci al tot in a C-3 district, a well a ce to front setbacks and a
ce to side setbacks with regards to usi ngvtheaMUni ci pal Lot as access to the
rearaof Lot 4 and as an access tq parking. Mr. Etl Cundi ff present.
3. Mr. Bryant stated appti cant would like to post Yi on building at same setbacks (6`)
other buildings on that black. Mr. Hammond stated he sa o problem wi tF but ltli ng
conforming lot or allowing a 5' setback, but in regards to the va e to
park onn the south side eg ai nst the but ltlirg using the Municipal Lot as acces s, she
felt this would limit the parking in the Municipal Lot.
4. Mr. Haynie questioned the possibility of lJa rren Avenue ever going through and
also the ntdth of the municipal lot. Mr. Bryant stated the width was 50 `. Mr.
Smeri lson stated by granting the va on the parking, the Li ty would relinquish
half of the parking on the Muni ci pa is Lqteto ac ss to the parking for Lot 4 and ac
to the re r of Lot 4. Mr. Hano7ond stated hecfelt the Municipal lot should not bees
used far access to Lot 4 and their parking.
5. Mr. Naynie asked how many ca would be parked at one time. Mr. Cundi Ff stated
possibly two ca and their two pick-up trucks and that iFeir business wa a part-
time business and did not generate a great deal of Craffi c. Mrs, Ki rcher questioned
the type of business; Mr. Cu ntli ff reVli ed a cabinet shop. Mrs. Kircher questi pn etl
where the doors would be. Mr. Cundif£ said they w si tleri ng the 8' door would
probably be on the Warren Ave. side of the but ldi ng re Ain Smeri lson questioned if
parking could be on the east side of the boil di n9 (rear). Mr. Lundi ff said they
ou ld possibly parallel park on the south (lda rren Ave.) side of building. Mr.
Haynie questioned if double door could be put on east side of building. Mr. Bryant
aid the Bete rvni ni ng factor would be tFe s of the retention pond. Mr. Naynie
said perhaps the parallel parking wi tF overhead door on rear of building would be
the solution.
6. Mr. Hanmiond questioned if ac must be provided to Lot 3 through Lot 4. Mr.
Haynie questi onetl if it wa a ded ica tetl 15 foot ea ment. Ii was as umed ii wa
just a suggested ea men t,snot a detlica tetl ea mente Mr, Naynie suggested theys
bring the retention sa all the way back which would allow parki n9 ar r of
but ldi n9. Mrs. Ki rche raques ti onetl if this easement was necessary for aafi re rl one.

Mr. Bryant said he felt the fire trucks could se ce from Lhu rch Avenue to the e
of the other buildings. Mr. Bryant suggested that perhaps the loading doors cool Dar
be on the south side of the bu'ildi ng and Hr. Naynie suggested that perhaps two 0
three vehicles could be parked in the re r of the building which would leave they
"c ipal lot the way it is and Lot 4 would have its own drive on the south si tle of
the bull di n9 tv the rear pa rki nq. Mr. Cundi ff said at present they could sti it park
two vehf ci es in front of the building on 42], but he felt that eventually this
would no longer be permitted.
]. Motion by Mr. Namnond, sewnd by Mr. Smeri ison to re mend approval to board of
Adjustment far the Request for Variance to the front setbacks, re amend approval
for the Request for Variance to build on -cgnfo~min9 lot, but re omnend denial
of Request for Variance for the angled parki og against the proposed building on
Lot 4 using the Municipal Lot as s to this parking and access to rear of Lot 4.
Motion carried by a unanimous rollccall vote.
8. Motion to adjourn by Mr. Smeri is on, second by Mr. Hammond. Motion carried
