1. Chairman called the meeting to order.
2, Approval of Minutes of June 23, 1982 meeting: Mott On by Mr. Smeril son,
cond by Mr. Mei neke to approve the minutes of June 23, 1932 ~neeti ng as written.

3. Site Plan - Florida Homecrafters Office Com lax - Located between SR 434 and
Bay Avenne, Just east of Grant Street. 5. Zoned C-2.
Mr. Bryant presented the site plan saying ftawas szoned properly for intended us
not in a flood prone ar a, that it was located on the north side of SR434 e
500 feet east of Grant Street and continues to the pOT retention Dond. He stated
that 19r. Richard Tic kel, the developer, was present and had brouq ht an artist's
rendering pf what the project will look like.

be desiq Wed by Florida Power and stated that all buildings will have flood lights

Mr. Haynie questioned percolation for septic tanks, had tests been taken yet and

Mr. Lindsey stated he felt the project fit in with the concept of the land and the

4. Conditional Use AoDli ca ti on: HLA Psychiatric Company. Request to but id a
psychiatric facility in a C-3 Zoning pis tri ct. location: Property north of SR434,
oath of Uest Ilarren, west of Viest Lake Street. 5.9 acres.

Mr. Bryant presented Che request saying it was property toned for the request

Mr. McAli star refs rented Lhe drawi n9 showing the total development of 26.6 ac
of which 5.9 ac es is for consideration tonight. He stated that NCA had certificates
of need to build both a 100 bed general hospital and an 00 bed psychiatric hospital.
He stated HCA proposed a total medical center for Longwood, two hospitals and a .`
medical office park.
Mr. Me ine ke questioned if it would be primarily for children and gereatri cs, would

psychiatric facility is ell about. He asked Mr. Mei neke to again state his question
Mr. Meineke questioned ~vhether the hospital would admit persons, perhaps who
Fad murdered somebody. Mr. Annis replied that he felt he could say, almost
with certainty, that they would not take cr nal ly in individuals, Ne said
those type of people would be referred to as State facility, where there are bars
windows and fences and guards. Ne said the hospital in question treats
people like the people in the r0 m, people who mi 9ht have anxiety, or Oepre ssi On,
problems due to loss of a ~eCi remen t, c sing change of life style,etc.
He stated they would not to keeca ses that cool tlunot be treated on a short term
(approximate length of stay, 24 days). He stated it would not be a custodial type
re facility. Mr. 11cR1 inter said the Only way a cr nal ly in ne person might
be taken would be on nergency basis to perhaps sedate them nos they could be
transported to another facility.
Mr. Mc0.li ster passed out pictures of an artist's rendering of the psychiatric
facility. He also passed out a brochure explaining the type of facility planned
and another brochure expl ai ni n9 myths and truths of Mental Illness.
Mr. McAlister again reiterated that there are other types of facilities that take
on-paying patients, or State admitted patients, the John I{i nkl es or that type of
patient. Ne also stated that mentally retarded people ar t admi ttetl. Mr.
Annis stated they have qualified teams of people t0 deal ui [h the patients, i
psych'iat ri sYS, psyc hol og is CS, so ia1 workers. He stated that 36 million people
are 1n need of psychiatric care and only about 6 million get that care.
Mr. 8me ril son questioned if the facility was only for atlol es cent ca s Florida
does not have a facility just far adolescents and also asked if 80 beds awe hough.
Mr. McAlister a red that n e knows the ri 9nt am unt of beds needed buts
they would M1aven 40ebeds specifically for adolescent ca e, 20 beds for substance
abwse for adolescents, 10 beds for substance abuse forradul ts, and 10 beds for
9e rea tric.
t~fr. tiei neke asked if resident physicians would be on hand. Hr. McAlister an eyed
there would be co erage ail hours of the day. He also atated that the hospital
would employee physicians and that these physicians would come from the locati ty.
Mr. li nosey made reference to se uri ty - iF not bars on windows, etc., what type
of se uri ty measures would nos pi tai have to as re patients do not let thensel ves
out of hospital. Mr. Annis said they ar required to nave ce n standards for
windows and doors, doors which lock Frgnaoutsi de, patent wool dtnot be able to exit
without proper authority. Ventilation will be provi detl through louvres which wil
t allow anything t0 be passed in out. Mr. Lindsey itatetl that the hospital
oundetl by a subdivision, and he wa re [he people want to be sure that
aapatient would not be free to jump out a window and wander around. 11r. ticAl inter
said ar controlled, doors locked, buzz locks used by staff, but they want
to creaeesanretmospnere that is pleasant. He also stated that ;n the adot escent
program, the parents must be wi 11 in9 to come in to group sessions. -
Mr. Smerilson questioned ff there w referral, would they bet Wed away.
Mr. McAlister said they do build i ertain percentage of their hospital budget
for indigent ca e, plus there are agencies and facilities in the Community that
re designed and Wanda ted to take ca e of this. He stated in nergency ca
they tlo not stop to check in capabilities, but if not an nergency, they
would attempt to have these typenpf pa tien is transferred to another facility.

Mr. Annis cited the OePa ut Hospi tat in New Orleans, 249 patients, located in the
most luxurious neighborhootl in tVew Orleans, and stated that the neighborhood
grew up around the hospital, the hospital was not built after the neighborhood was
there.
Mr. Sme ril son questioned out patient facilities. It was stated that there would
be out patient facilities, seven or eight offices.

Mr. Smeri lson made a motion to re mend approval of the Psychiatric Hospital
requested by HCA Psychiatric Company to the City Commission, second by Nr. Mei neke.
