Present: Emery Me tneke, Vice Lhai rman Rosemary Kircher Harvey Smeril son R. R. Bryant, Building Official Geri Zambri, Secretary Absent: H. N. Haynie, Chairman Robert Hammond 1. Mr. Mei neke called Che meeting to order in the absence of Chairman H. H. Haynie. 2. Approval of Minutes of November 25, 1961 meeting. Motion by Mr. Smeril son, s cond by Mrs. Kircher to approve the Minutes of November 25, 1981 meeti nq. Motion carried unan~mou sly. 3. SITE PLAN - BAYWODO CENTER - Lots 19, 20, 21, 22 and 23, Baywootl [ndu strial Park, Zoned C-3, 8.0. Simpson, A9en t, present to represent Mr. John Schneema n, Owner. Mr. Bryant presented site plan: properly zoned, not flood prone, Fire Department mends bons and Mr. Land's letter of approval of site, a ow presented, a a tta hed to plan. Mrs. Kircher questioned marginal water fl own as stated in Fire Department's letter. Mr. Bryant said the water flow is better than before and in the r future. it will improve mo Mr. Me ine ke questioned if there were fire walls. Mra Simpson said there were fou reor five 4-hour fire walls. Mrs. Kircher asked what type businesses woultl be going in the boil Jing. Mr. Simpson said Few not at liberty to say who the prospective tenants w but that the buildi ngawould be used Tar offices, and so e showroom-office-warehouse type businesses. Mr. Bryant stated the facility would be s milar to the Longwood Business Center on 434. Mr. Mei neke questioned the del eti on~of a retention ar on plan. Mr. Simpson stated thet the City Engineer suggested it be del etetl a it was not ne sa ry; he said a 12 foot wide driveway fora drive-in teller window was tentatively planned for that ar Motion by Mr. Smeril son, s ontl by Mrs. Kircher to re mnend approval to Li ty Conmission of the Baywood Center Site Plan as presented. Motion carried by a unanimous roll call vote. 4. Consideration of Possible Rezonin of Jud e Pro ert -Parcel 6, r ar portion, from R-3 to C-3, located between 1)-92 ontl East Street. Mr. Walter Judge present. Mr. Bryant requested that Mr. Judge make the presentation. Mr. Judge stated Chat when he requested annexation of Parcel 6 into the Li ty, his intention was to use the r portion of the parcel for two 8-unit apartments. It was re gmnended Co him at that time to go to a Commercial z ninq because of the Al ber[son's property already being Commercial. He stated that he and Mr. Zinmer own the two adjacent parcels, 5 and I, and a n the process of re inq the r r portions oT 5 and I from a sidential x q to a Commercial z ing prloreto a ing into the Lf ty (front portion of Pa~cel~] is presently in the an xa Lion process now). Mr. Judge stated that there was a strong possibility of twonmaj or tenants co ii ng on the front portion o he decided that the R-3 on Parcel 6 would not be the best possible use of the property a it would be in the middle of property which he i the process of r ing to Commercial in the County. He stated that County Comm ssioner Sandra Glenn wa se in agreement that the best use of the property woultl be Commercial, there was discussion ing on East Street behind Al bertson's property. Mr. Judge said he felt a shrubbery buffer would be the more desirable buffer. Mr. Judge said Parcel 6 is already in the City and M1e knows that he should have requested Comnerci al before he ex ed in but that he wa noi, at that time, c nsi Berl ng a Commercial tleve lopment for the property. He stated that if the County denies Lhe R-1 on Parcels 5 and ] to go to Coimnerci al, he would not request the Toni n9 change fran R~~3 to Loamerci ai o the re r of Parcel fi. He stated he is only as ki n9 for approval of the R-3 going to Lanmerci al contingent on the County all owl n9 the rear portions of Parcels 5 and ] to go to Lommerci al, otherwise he will request staying R-3. Mrs. Kircher said she did not understand why he was asking for LPA's re mmendati pns. Mr. Judge stated he s advised that this would be the proper procedure. Mr. Meine ke suggested that LPA could re mmend that this be changed to L~imerci al if Mr. Judge su ceeds i getting [he approval on Parcels 5 and ) bei n9 re oned to Conine rci al. Mr. Judge said that he needed the Li ty's re ommendati on to proceed to the County for change of ni ng. Mrs. Kircher Said she could not make a mnentlat ion without knowi n9 what the residents feelings ar Mrs. Kircher was a uretl that a Public Hearing would be held and all residents within 300 feet of the property would be notified of the ni ng and Public Hearing. It was not clear as to who would hold the Public Heaoi ng, the Cavn ty or Che City, but the LPA was as ured that a Public Hearing would be held and the citizens would have an opPOrtuni ty tp be heard. 5. Motion by Mr. Mei neke, second by Mrs. Kircher to re onmend approval, to City Lanmi ssi on, of the re ning of Judge Property, rear Portion of Parcel 6, from R-3 to Conine rci ai with theoconti ngen cy that other adjacent parcels a e approved by Seminole Lounty for Lomnerci al zoning.
