Mr. Mei neke asked if they would be medical offices. Nr. Peterson said no, just professional offices. The question of public rest ro sad. Ne stated that pumps would be set back the proper distance fromn bvi ldi ng and property line. He stated that the pumps we on the original plans for the Cumberland Farms but they did not install them at that time. Mr. Selig explained that pumOS would be in front of the stores, tanks would be buried beneath an 6" co cre to stab and would be installed according to the State's Fire Code. Parking was nq ues ti oned. Mr. Selig said that pumps would not interfere with the parking spaces, and extra spaces could be added at side of building if necessary. Mr. Haynie said he did not feet the pumps would change the parking pattern. Mr. Haynie said he felt that if approval was given, it should be with the stipulations that gasoline pump installation be approved by Fire Department. Mr. Selig stated that they also had to meet State Fire Lodes. Motion by Mr. Hammond to re mmend approval o£ Conditional Use Application for Cumberland Farms to install self-service gas pumps with the stipulation that City re ve letter frmi Fire Department on placement of gas OumPS and other fire cod esebei ng met. Second by Mrs. Kircher. Motion ca ried by a four to one vote, with Mr. Smeri ison, Mrs. Kircher, 14r. Hammond andrMr. Ilaynie voting aye, F1r. Me ine ke voting nay. 6. Mr. Phillip Hollis and Steven Nelle from 6oyie Engineering and Mr. Philip Ta tich present to represent Park I ndustri ai Ven tvre. Mr. Hollis said he felt this project would create many jobs and in se the ec base of the co unity. Mr. Mei neke questioned where the effluent from the se e~age ~ plant would go~ Mr. Hollis explained there was a 12 day holding Oond and then the water would be pumped and spray irrigated on the green ar n the park. Asked if the se would be provided by the City, Mr. Hol Liss stated that initially the Lol umbu srHarbor plant was contemplated but it was tletermi netl that the Columbus Na rbor plant would not be adequate and could not be expanded adequately, so through ves ti gati on study, it was determined that on site se erage would be feasible. Theese erage treatment fac'il ity could eventually be taken o erwby the City o£ Longwood if they so ees; rea. xe explained that they do notVknow the e act indvs t ri es mi ny into the park. Sewerage plant will be a domestic treatment plant and if any businesses have a waste water of other character, they will be required to pre-treat .1 o it will be able to go into the domestic se erage treatment plant. Mr. Hollis also stated that the Park is entetl towards light industry. 11rs. Kircher ques tionetl letter From AI Land on road. Mr. Hollis said they had done extensive re arch on traffic patterns and felt the routes shown were the best solution for allereya rdi ng traffic flow. Mr. Haynie opened up the meeting to questions from the audience. Mr. Steven Weinstein attorney and resident abutting the Park Industrial site spoke and said [hat he hoped his comments would be taken in ons t ructi ve note. He said if the Park w to be approved, he hoped it would be approved with the constructive criticisms pfs the residents abutti n9 the a Ne stated that M1e and other residents present owned and lived on property abutti nga the Florida Power Easement and that the se erage treat- ment plant and retention ar slated to be located near the ea meni W He showed a flood in rate map whi ches howed that the se erage plant would be located in a Zone A onu thetflootl map. Ne stated he felt there was a tlefini to drainage problem in the southwest corner of the Park property. Ne asked that the City look into and re nsider placement of retention pond and se er plant. He asked that City look at ar o closer to Island Luke or lower density of homes. lie also brought up the probability of no mi ng out of the Park. 11e sugges ted that regulations be set to determine whatctype of operations will be allowed. He said that the residents of area do not want the affluent sprayed onto the green belt ar n Park. He said the residents of the area had a tot at stake, as they had purchased this property as Country Estate zoning and were co rued about their property values. ~ He said he would like to see this project meet wi the the approval of everyone and meet with best possible solution to everyone. Mr. Bryant stated that the treatment plant was at least 500 feet from the abutting property. 11r. Nel le stated that they considered all these things in their design of the Park. He stated ponds ar not retention pe rc ponds, only hol tli ng ponds all pwi nq effluent from treatment plants to be held when irrigating cannot be done due to weather conditions; they are not pert ponds into ground. He stated thdt the flood map depicts portion of ground that will be co eretl by flood water dart ng a a hundred year storm. Height Of water during l00 year flood is 85 feet. Contours of existing ground ar sl iqh tly below BS feet. Ponds will be built at 35 or 86 feet. Ponds will be binned. Flood water cannot qet ;nm pond:. Donaldson ra sed mi lar objections that both Mr. Drummond and Wei ns tei nehad stated. 11r. Rick10wen asked what type of buffer would be provided. Reply was 100 feet of open ar ,the other 100 feet would be a holding pond. Mr. Drummond stated at a Council meeting n 19]3, Mr. St. Laurent stated he would place a birm on west perimeter of his r andus iri al property. Mr. Ormrvnond stated that Mr. St. Lau rem is word is worthless s there i o bim shown to cut down n Mr. Vlei nstein asked iF the developer/engineer would sit down and talk with sdn embers of the group who a affected by this Park before preparation pF fi nalesi to plan so they could cane uprwi th something acceptable to everyone. Mr. Drummond stated M1is main concern was the sewer plant. Mrs. Jean Nara asked why Lhe southwest Land Planning Agency - 4 - January 14, 1982 s opposed to any other corner of the property was chosen. Mr. Helle stated ~trwas one of the lowest corners on the property and a se er plant should be on [he lowest elevation of the property. Mr. Drummond requestedwa public hearing with DER. 1 Victor Gus tin vo ced objection to the traffic problem posed by 42 sites, possibly houri n9 42 businesses, and the impact it would have on traffic filtering onto the roa tls at peak traffic hours. Motion by Mr. Hammond to re mmend Conditional Approval of the Preliminary Plat for Park Industrial Venture site plan, subject to City Engineer's re nmendati pns and Mr. Wei nstei n's and other property ow men is being consideed.
