4. Mr. Cnacey ehm reviewed each department: budget and explained differences bettueen
budgeeed expmdiuaes ad actual expmdinses. Ne said that tvro depazm;ants had
ceeded their budgets; the City Clerk due to lazger tt~ anticipaeed legal advertisixte
expenses and the Codes F];forca~e Hoard due eo ~sexpeceed legal expenses.

6. Mr. pacey requested pemd.ssim to prarote iSeute~t Terry Baker of the Police
Departaent to the grade of Captain with ehe rmderstmding that there be no increase
salary until mid-rem; budget review. Mr. ducey said at mid-tans budget review,
Chief Fdvming would suggese thae 2 sergeants be praroted to the grade of Lieutenant.
DepMayor Uskert said he rhought all prarotions should care Erom in house and no one
should be Pemdtted to skip aver others in being praroted. Qiief Ma.mix~g said chat
was necessary ae one titre but said it mould not happen in the futta;e.
