The City of Longwood is almost entirely built out. There is ry little vacant land for new development', the majority of vacant land that does exivest consists of individual platted lots scattered in approved and mostly developed subdivisions. New development occursas im" o scattered sites throughout the City. The major development opportunity in the City is redevelopment. As the land use analysis in the EAR shows, there are 266 acres of vacant land in the City of Longwood, a unting for approximately 7 4e % of the land a a of the City. About half of this vacant land is esidential, providing mTentnittesfor Conti nuetl development on vacant, platted lots. The re cinder provides opportunities for new cial and industrial development. However, as growth in the region continues, there will be continued pressure for redevelopment in Longwood. Older buildings will be fornoveal to make way for new projects. Lots will be assembled to provide opportunities tliherent development patterns. Road improvements will change access, visibility, and remove some buildings. As the City continues efforts to encourage improvements and redevelopment, businesses will be attracted to Longwood. All of these facts mean that future development will primarily be redevelopment and not ew development. The City's development regulations need to be revisited to address this change of emphasis. Codes that were designed to regulate new development may not work well to properly regulate redevelopment, and may a work against redevelopment, particularly in older areas. Therefore, part of the Cey s need to address redevelopment activities Includes a review of its Land Development Code to consider how to encourage redevelopment and to r e e that redevelopment through contemporary regulatory approaches does not have anegative impact on the viability of adjacent developments built under older regulatory schemes. Redevelopment opportunities are available due to right-of-way expansion for road improvements change of use accompanied by modifications to the structures or the site n which the use is located, through modernization of older structures, or through tear - downs and new construction. The City recognizes the need to address redevelopment in a different manner than new development in terms of regulations of site design and other aspects of the development process. The current Comprehensive Plan has been amended very little Since its original adoption. Thereforemacti , it contains nuerous policies directing City on to create adopt, or revise land development regulations. These objectives and policies have been accomplished. Those that are still useful should or revised to require that previously adapted regulations are continued and maintained. Furthermore, because these objectives and policies do not address the redevelopment needs of the City, they are no longer appropriate. As discussed above, the City is mo,ing into a time of increased emphasis o redevelopment rather than new de elopment. Wh'tle the planand regulations have been effective in dealing with past development, they may not address redevelopment very well. Redevelopment will be the primary activity during the planning period. Therefore, the City should make appropriate changes to the plan to address the issues of compatibility during redevelopment, to ensure that infill of the few remaining vacant lands is sistent with future development desires of the City, and to continue to preserve the historic areas while encouraging new development and redevelopment. During redevelopment In Longwood, the City can begin to change development patterns to more efficient designs, away from disconnected co cial strips, and including re pedestrian wnnections where appropriate. Tratlifional development patterns can be reestablished during the continued redevelopment process. Therefore, the Comprehensive Plan is proposed for amendment so as to address those ebjective, and policies directly slated to the land development regulations. The end,ent' provide new land u e districts consistent with the City development pattern and desire to simplify the development process, as well as the City', desire to on -traditional approach consistent with the redevelopment needs of the City. One important issue In redevelopment is that of compatibility of the redeveloped site with existing u n the s ounding a and the neighborhood. Therefore, amendments are also proposed that address compatibility, Compatibility is the term asetl to describe the relationship of a proposed new use within the context of the surrounding a A compatible situation results in a stable neighborhood, with no undue negative impacts on the surrounding area from the n e. The City of Longwood has few instances of incompatible development. However, through the redevelopment process, it is Important to ensure that incompatibilities do not occur, as well as to reduce or eliminate those instances of incompatibility that may xist. Where incompatibilities do exist or poteniial incompatibilities are identified, they will be specifically addressed during the development review process. The provision of land use districts in the City of Longwood is not in response to new growth or anticipated increases in the population. Rather, the land use districts are designed to recognize the existing development pattern. Longwood is one city within a metropolitan area. The surrounding areas are all urban in nature, and they are also neatly fully developed. Therefore, the plan for Long code future is not based on expansion and new growth, but accommodating the existing pattern, while making improvements in that pattern as well as improvements to individual sites over me, RECOMMENDED AMENDMENTS TO THE LONGWODD COMPREHENSIVE PLAN POLICY DOCUMENT This amendment package is one of two documents related to the amendment of the Longwood Comprehensive Plan. It is the first round of proposed amendments to the adopted portion of the Longwood Comprehensive Plan, which are ssary to implement recommendations of the Evaluation and Appraisal Report.
