Resolution 83-505RESOx.DTxoN No.~ A RESOLUTION OF T COMMISSION O CITY OF LONGWOOD, F RE4UR5 TSNG T E TAXEN TO C AECTACERTAIN INADEQUACIES INT'TOE H CURRENT I RESSUTREMENTS TO OHTAIN AUTOMOBILE REGISTRATIONSAAND T INSTITUTE sAFEGUAADE TO SNSDRE AEGSSTRATIONS A CANCELLEDMWNCN INSURANCE SS ND LONGER SN EFFECT. t941EREAS, current Florida automobile registration and licensing requirements including the requirement that applications have insurance in effect prior to ob ta.ini ng registration and license plates; and WIIEAEAS, current procedures permit individuals to obtain registration permits and license plates by displaying evidence of binders for insurance which may be cancelled, or by showing policies which may lapse £or nonpayment before the to rmvna tvon o£ the xeg is tration; and WHEREAS, current estimates of individuals driving on Florida roads and highways without proper insurance is as high as 90 to i0 peccent; and WHEREAS, this is clear and convincing evidence that procedures for issuing registration permits and license plates need revvsion eo provide adequate safeguards to insure that only individuals with insurance in force are permitted to utilize the highways and roads of the State o£ Florida. NO THEREFORE, BE IT RESOLVED AS FOLLOWS. A. That, the City Commission of the City of Longwood, Florida send a copy of this resolution to Governor Robert Graham, Insurance Commission Bill Gunter and the Dvrector of Motor Vehicles for the State of Ploeida, urging them to provide necessary safe- guards to ins uxe that only individuals qualified to operate motor vehicles on the highways and roads of the state o£ Florida do so and that all such operators be p operly insured. E. That, the city of Longwood, Florida str ngly recommends that, as an enforcement mechanism, individuals dekectea in Violation o£ Florida Statute 4627.733 (19821 (concerning required security) be added to those who £all within the provisions of the Fvnancial Aespons ib ility i.aw, Chapter 324, Florida Statutes. C.
