Section 1. Authority [a [NS Resolution. This Resolution is edoptetl purv
suant to Chapter 166, Pert III, Ftoritla S[e[u[es; Sections 100.201 through 100.351, Florida
Statutes; end other applicable peovisions of law (hereinafter referred [o as Che "Act").
Section 2. Authorization o[ Bonds. Subject and pursuant to the provi-
sions hereof, General Obligation Bonds of the City of Longwood, Ploride, (hereinafter
referretl to as the "City") ere eutM1Orizetl [o be issued in the aggregate principal amount a[
not exceeding One Killion One Huntlred Thousand Dollars ($1,100,000) [o finance the
projects es described in Paragraphs 1, 2, 3 end 4 of Section 3 hereof. The m nays
reee~ved and interest eernetl from the issuance of such Ceneret Obligation Bonds will be
usetl for sueM1 purpose. Such General Obligation Bonds shall be securetl by Ne full faith,
ere ,end texing power of the Clty. None of suen bonds shell be issued [or a longer term
than twenty-five l25) yews from their date of issuance, entl sueM1 bonds shell beer interest
eC a rate not exceeding the maximum rate permitted by law et the time oP the sale of tM1e
bonds. Both principal of end interest on the bonds, end retlemption premiums, it any, shall
be payable et the office of the City Clerk of the City of Longwood, Florida (hereinafter
referred [o as the "City Clerk"), or et the office of such other paying agent as may be

The Bonds shalt be issued pursuant to authority granted under [his Resolution
end [he Act, but only after approve] et the bond reterendum here(netter calletl end

Section 3. Bontl Referendum. A bond reterendum of the qualified afar
tors residing in the City is hereby called to be held on December 6, 1983, [o determine
whether or not [M1e issuance of suelt General Obtlgation Bonds in en aggregate amount of
no[ exceeding One Million One Hundred TM1OUSantl Dollars (E 1,t 110,0110) shalt be approved
by such qualified electors to licence Ne east of lM1e following projects wiNin the City:
1. Acquisition, construction end equipping of a community
builtling entl municipal complex, end the acquisition of ap-
proximately two (2) cares of lend adjacent to [M1e city (ire
station therefor, et a total eosf not exceeding E3R 3,000. ~
2. Acquisition, consVUCfion, equipping and/or improvement of
public works projects, c nsisting of sidewalk and bike path
expansion along Church sVeet end other areas, road improve-
ment end paving, drainage improvements to conform to the
City of Longwood's master drainage plan, the acquisition of
approximately one acre of land atljacent to Ne City of
Longwood's present public works builtling, end replacement of
e public works "backhoe" vehicle, at a cost not exceeding
$562,600.
3. Acquisition o[ public safety equipment consisting of a ladder
truck end a new ambulance foe the fire department, entl the ~
ecquisitlon entl treining of dogs and acquisition of equipment
fore police canine corps, at a cost not exceeding 3115,000.
4. Improvements end repairs to existing public perks loefltetl in
the City o[ Longwood known az Candylend Perk entl Reiter
Pflrk, el a cost not exceeding $SO,0oo.
Such projects described above shall also include other purposes appurtenant or

The voting system sDall be so arranged [het the voter may vote "For Bonds" or
"Against Bonds" wiN respect to each of such propositions separately.
Section 5. Absentee Voting. The form of beliot to be used in the
referendum for absentee voters shall be in substantially the form provided in 9ec[ion 4
above.
Section 6. Printi~ of Ballots. TM1e City Clerk is authorized end directed
to have printed on plain white paper a sufficient number of the aforesaid Dallo[s for use of
absentee electors entitled to cast such ballots in such referendum, end shag also have
printed sample ballots end deliver them [o the Inspectors end Clerks on or before [he date
end time [or the opening of the polls [or such bond referendum for [he voting places at
which the voting system is used; end further is eu[horived and directed to have printed on
plain white paper end delivered in accordance with law [De official ballots tar use in such
voting system, and to make ell appropriate errangem ants for the conducting o[ such Dond

Section R. Referendum Procedure. The bond referendum shall be held and
conducted in the manner prescribed by law for holding genera] elections, except es herein
provided. The Canvassing Board et the polling place and the Supervisor of Elections shall
canvass the vote end make due returns of same without delay to the City Clerk. such
returns shell show the number of qualified electors who voted et such bond referendum on
each o[ su h propos Mons separately and the number of votes cast espeetively for and
egains approval of each of such propos bons separately. The return of the Canvassing
Board end Supervisor of Elections shall, within twenty-four (24) hours after the close o[

Section 16. Reverabitity. In the event [het any word, clause, phrase,
sentence, or paragraph hereof shell be held invalid by any court of competent jurisdiction,
