WHEREAS, Representative Bobby Brantley has corresponded with
the Gove rnorin an effort to solicit his introduction of a Bill
during the 1980 Special Session to repeal Chapter BO-88, in
particular Section 4, Subsection 2(h7; and
WHEREAS, Chapter 80-88 preempts Che exe rose of munv cipal
"Home Rule Powezs" by the City; and
WHEREAS, the preemption o' munvcipal "Home Rule Powers" aborts
the exercvse by the City of Longwood, Florida, of legislative and

executvve_anthori ty for the protection of the public health,
welfare, and safety of its citizens; and
WHEREAS, the City of Longwood, Florida supports the agg resslve
solicitation of Representative Bobby bran tley From Governor Bob
Graham.

of the Legislature of the State of Florida contemplated after
October 30, 1980.

Florida, the exercvse of legislative and executive powers necessary
to protect the health, welfare, and safety of its citizens.

by members of its legislative delegation that the House and Senate
did not intend to usurp and preempt the exero se of local govern-
mental responsibilities by the passage of Chapter 80-88 and that
members of the delegation serv g eminole County, Florida, will
introduce and support the repeal of Chapter 00-88, in particular
Section 4, Subsection 2(h).
