WHEREAS, the City of Longwood, Florida, recognized the
need to implement the Seminole County C _rehe ns ive Planning Act
of 19]4; and,
WHEREAS, vt vs the intent of the Seminole County Com-
prehensive Planning Act of 19]4 to encourage and assure coopera-
tion between and among munv palities and county government and
to encourage and assure coordination of planning and development
a et iv sties of units of local government with the planning activ-
sties of reg TOnal agencies and state govex nment; and,
WHF.AF S, a major objective o£ the Semv note County Com-
prehensive Planning Act of 19]4 is the coordination of each local
comprehensive plan with the comprehensive plans of adjacent mun -
cipal sties, o£ the County of adjacent countves or region and to
the State Comprehensive Plan; and,
WHEREAS, a single plan which coordinates the efforts
of Seminole County and the seven Cities in Sem vnole County on a
area-wide basis while reflecting the unique needs and desires of
each individual City and the County is essential; and,
WHEREAS, the successful implementation o£ this Compre-
hens ive Planning process offers a unique opportunity to achieve
intergovernmental cooperation and coordination between the eight
units of local government of Seminole County in a meaningful
fashion; and,
WHEREAS, the success of our efforts will offer a unique
opportunity to achieve our objectives due to the Legal status,
and hence enforceability of the adopted plan; and,
WHEREAS, due to the legislative mandate that the adopt-
ed plan must be financially feasible to implement, the developme
o£ realistic programs with specific management implications will
result from the process; and,
WHEREAS, the successful implemen[a tion of the Semrnol
County Comprehensive Plan can serve as a model for srmilar plans
throughout the State o£ Florida and other parts of the Unrted
States; and,
WHF.AEAS, the major cons tram[ rn [he successful imple-
menu [ron of the Seminole County Comprehensive Plan appears to be
the lack of fiscal resources to undertake the necessary work
program,
NOW, THEAEEORE, BE IT RESOLVED that the City of
Longwood, Florida, official l.y supports the filing of an applica-
t ion to the Department of Housing and Drban Development foi
financial and technical assistance from the Secretary's Drscre-
t ronary Fund authorized by the Housing and Community llevelopment
Act of 19'14 for area-wide, innovatrve projects [o provide for the
county-wide implementation of the Seminole County Comprehensive
P Lan of 19J4; and,
PUATHERMORE, BE IT RESOLVED that the City o£ Longwood,
Florida, while intent upon pres exv ing our community's ideals and
character, will assist to the max.vmum extent feasible in the
completion of a single, area-wide, coopexat ive and coordinated
Comprehensive Plan.
Thie Reaolut ion shall become effective immediately upon
vts passage and adoption.
