WHEREAS, the Boaed of County Commissioners of
Semino to Covnty, Florida, has initiated action for the intro-
d uc tion of a bill to the Florida Legislature eelat ing to annexa-
eion by mu ni<i palit ies in Seminole County; and
WHEREAS, it is the ex peessed rote ne of the said Hoard
of County Commissioners to have adopted rnto law an exclusive
method of annexation app Licable on Ly to municipalities within
semi m le cownty; ana
WHEREAS, if such an excluslve annexatron bill is
enac tetl into law it would eliminate ail other methods of
annexatron as authorized by geneeal law, special aces or charger
provisions; and
WHEREAS, ehe proposed bill of annexatron as the only
me ehod of annexatron is unduly ees to is ti serves no useful
purpose and would in effect completely stifle antl pe evene £utuee
growth of ehe City of Longwood; and
WHEREAS, City government has historically provided
certain peopeietaey functions and services and County goveenment
has no[ generally provided such functions and servx<es ,and
WHEREAS, the peopos ed annexatron bill of Che County
wilt in eFfece curtail the ability of the Ciey to furnish such
seevtces eo City residents and County pro peety owners desiring
annexation £or the benefits Luxnishetl and such barriers and
curtailment as is designed by the Covnty through Lis proposed
annexation bill can result only to County goveenment entering
xneo the field of poop ri etary services to the deteiment and
expanse o£ the City ees idents and property owners who are also
County residents and taxpayees; and

WHEREAS, [he Florida League o£ Cities has noc
peopos ed any legislation whereby all methods of ann exact ion wit i
be eliminated in Eavor of only one method; and
WHEREAS, the Floeida League of Ci[ies is much bettee
qualified peofessionally, and by experience, to atlvise and
counsel the FLocida Legis la[ure as to methods of annexation
than the Hosed of County Commissioners of Seminole County; antl
WHEREAS, it is deemed advisable that ehe Board of
County Commissioners of Seminole County, Florida, exert i[s
energy and efforts to solve the many peoblems facing all County
residents and tax payees, and to woek in haemony with the City
of Longwood and othex cieies in finding solutions to mutual and
common axeas of concern rathee than haseass ing ehe City in
attempc ing xo control its gs owth ana peogress, and
WHEREAS, the City of Longwood desires to cooperate
and to work with the Board of County Commissioners of Semio ole
County, howevee, e Ls opposed to any annexatron proposal
ioitia ted by said Board which affects the City of Longwood.
NOfJ, THEREFORE, BE IT RESOLVED BY THE CITY CWNCIL
of THE CITY OF LONGWOOD, FLORIDA:
That the City of Longwood is una lteeably opposed to
any annexation proposal submitted eo [he Semino Le - Orange
Legislat lve De Segat lon foe inteoduct ion and passage in the
FLO rids Legislature.
That the Seminole - Orange Legislative Delegation is
hereby xeques ted not to accept for inteoduction into the
Floe ids Legls lature any bill concerning annexation which wou Ld
apply on Ly to mono ipalities in Seminole Coun[y.
That a copy of this resolution be forwarded to each
