WHEREAS, LT. WILLLAM GALLEY, JR., United Stares Army,

WHEREAS, thousands of Amxr scans have given their

Freedom for the people of South Vietnam, and
WHEREAS, the enemy aggressor tas conx inua lly dls regarde
the rules of warfare and the Geneva Convention, and
WFIEREAS, our sons of freedom have been wounded, Cor-
cured and killed continually by crvilian partisans of the aggres
sor force, which cvv ilians have repeatedly included male and
female, juveniles and women who in£l is ted moreal wounds, and
WHERE95, these civilians have repea eedly abandoned
their usual noncomba tanx role and have repeatedly become treach-
erous fighters, and
WHEREAS, LT. GALLEY has been subjec red eo exxraordinary
crxmtnal proceedings, which proceedings have subs tantiaily
discredited our Na eion, xhe United Sxa tes Army, and have grossly
weakened the na tronal resolve, and
WHEREAS, it is unxeas Doable to hold LT. GALLEY per-
sonally responsible for conmrtting acts which he was Crarned and
directed to perform as he in his judgment was considering ehe
welfare and bese interests of Che men serving in his command
