WHEREAS, the City is granted the authority, under § 2(b), Art. VID of the Florida Constitution, to any power for municipal purposes, except when expressly Prohibited by IawxandR WHEREAS, on September 1, 2004, Governor lab Hush declared a state of emergency under Executive Order Number04192 due to }luricane Frances; and WHEREAS, Hurticane Frances caused substantial and extensive damage in the City of ].Dogwood including, but not limited to, downed trees, loss of electric power, damaged property, and loss ofphone service; and WHEREAS, given the substantial and extensive damage causes by Hurricane Frances, the City of Longwood must take extraordinary measures to protect the public health, safety, and welfare; and WHEREAS, Ne City Commission of the City of Longwood, Florida, has determined it to be in the best interest of the safety, health, and welfare of the citizeru of the City ofLOngwood to adopt this Ordinance. NOW, THEREFORE, THE CTPY COMMISSION OF TBE CITY OF LONGWOOD HEREBY ORDAINS, AS FOLLOWS: SxHOn L RminD. The City Adminimator is hereby authorised to rater into any temporary lease agrmmem for rent property which is necessary for creating and operafing a temporary wane reduction and staging area to process and remove debris.
