Od~l]08 AN EMERGENCY ORDINANCE OF THE CPTY COMMISSION OF THE CITY OF LONGW OOD, FLORIDA, DECLARING AN EMERGENCY AND ADOPTING EMERGENCY REGULATIONS TO ADDRESS THE AFTERMATH OF HURRICANE CHARLEY; AUTHORIZING THE CITY ADMINISTRATOR TO EXECUTE CERTAIN DISASTER RECOVERY AGREEMENTS BY PIGGY BACKING ON CONTRACTS ENTERED INTO BY SEMINOLE COUNTY; WAIVING COMEETI'ITVE BD)DING REQUll2EMENTS ON CONTRACTS REQUIRED TO CLEAN-UP DEBRIS, RESTORE UTILITINS, AND MAKE REPAHIS ON PDBLIC PROPERTY; AUTHORIZING THE CITY ADMINISTRATOR TO ENTER INTO TEMPORARY LEASE AGREEMENTS WITH PROPERTY OWNERS FOR PURPOSES OF CREATING TEMPORARY WASTE REDUCTION STCES AND STAGING AREAS; PROVDIING FOR SEVERABH.TTY, EFFECTIVE DATE, AND A SIXTY DAY EXPIRATION DATE. WHEREAS, the City is gamed the authority, under § 2(b~ Art. Diaealer Recovery AgreemeaG The Oily Administrator is hereby authorized to piggy beck on nny disaster recovery wn[nct approved by Seminole Connry for puryoses of cleaning up any debris caused by, or resulting from, Humane Charley. Section 3. Waiving Competitive Bidding. Iv order to facilitate and expedite disaster rewvery, competitive bidding is hereby waived for ell city purchases requ'ved to clean-up debris, restore or repair city uBlities, and make emergency report ro public progeny.
