WHEREAS, The City of Longwood, Florida provides municipal xrvices to its
cmzens, wciuding regWation and licensing ofbusmesse; and
WHEREAS, the appropriate regWmioq licensing and pertoitting ofbusmexs are
vimlto the publirrs heahh, safety, moralsand welfare as deficiem ormedequate regulations can lead
to public harm; and

the City=seconomicand redevelopment activities, end oNerwixsigmficantty and advaxtyeff d;e

WHEREAS, Ne City Commission of the City of Lovgwood, Florida, deems it

WHEREAS, the Cityoflongsvaod adopted Emergency Ordinance NO.03~1fi'Iq on
September 11, 2003, said Ordiwn<e declaring a moratorium on the same subject mane az set form
herein; and
WHEREAS, Ne Longwood City Commissionhas daermined that it wig takelor'ga

NOW THEREFORE, BEIN ENACTED BY THE PEOPLE OFTHECI'1'Y OF
LONGW OOD, F[gRIDA:
SECTION I. PORPOSE AND LEGISWTIVEFINDINGS. Theabove recitals
are Hereby adopted as the legislative purpose of this Ordinance and as the Crty Commission=s
legislative Svdivgs.

estabgshmrnts, procedures related to the issuance of said permits witiiln the City of Longwood.
Accordingly, based upon the foregoing, there is hereby imposed a temporary moatoiium on the
receipt andlor acdng upon apphcatons fordcenses relating to game rooms, arcades, danw halisand
other simgar indoor eotettainment and indoor amusement type aarm~es. During Ne time the
temporary moratorium is in effett, the City wig accept no applications or act on any pending
appbcatioiu for permrcs for such activities and no such new activities shall bepemd[tabie witliln dre
Ciry. It is uNawful for any person or entity to engage in the activities that are [he subjats of this
~' Ordinance without fhn obtaining a pemvt for rich activities. During the period of time ibat the
temporary moratorium is in effett,the City shall not accept paymevYSOftheoccupationai gcevse tax
for sucfi activities and shag rerun any fiends accepted for pending applications.

gECE[ON 4. DURATION OF MORATORIUM/EXTENSION.
(a) The temporary moratorhw set forty in dill Ordinance shall take effect

address the issues feting the City.
SECTION S. PENALTIES.
(a) Any person,5rm,wryoration or agentwho shNl violate anyprovision ofthis

($500.00) or be imprisoned for a period of not axcading s&ty (60) days.

force or effect ofany other section or pert ofthis Ordinance.
SECTION 7. CONFLICTS. All ordirim~ees or parts of ordinances m monfiia

SECTION 8. CODDDCATION. Given the temporary ~tamre and eff of this
Ordinance, it is the Ntevt oftlre City Commission fiat this Ordinaoce not be modified.
SECTION 9. EFFECTIVE DATE. That Wis Ordiranw shall become effective
