W HERF.AS, on July 20, 1992- [he Clty of Longwood adopted a comprehensive
plan (Ordinance 1019) pureuxnt to the requirements of Chapter IGi, Part 11, Florida
Statutes and Chapter 91-5 Florida Administrulive Cade; and
WHEREAS, on November 19. 1993 the Florida Department ofCommnnity
Affairs determined the CI[y-s Comprehensive Plav was 1N COMPLIANCE with the
requirements of Chapter 163, Pen II. Plorlde Smmtes and Chap[cr 9J~5, Florida
Administrative Code: and
W REREAS, Chapter 163.31 ]4 (4) (a). Flortda Staw[es requ'ves the Land
Planning Aseney (LPA) to maka rewmmeodations to Ne governing body regarding
amendmims m the Comprehensive Plan and
W I{EREAS, the LPA held a public hearing on May I2, 1999 which resultetl in a
recommendation that SPA 04-99 be adopted by the City Commission: attd
WHEREAS, the City Commission held a public pursuant to the requ'vements of
Chapter 163.318'1, F.S.; and
