WHEREAS, the City Commission has determined that there is a
serious problem with the failure Of commercial businesses in the
City of Longwood to connect to ['he CITY SEWAGE TREATMENT SYSTEM as
required by Chapter 23, ARTICLE 'I'f2 of the Longwood City Code, and
wHEREAE, the City Commission has further determined the
criminal penalties for the fa'i1u're to comply with said ordinance i,
an inappropriate and ineffective method of obtaining compliance
with the Ordinance, and
WHEREAS, the City commission has determined that the best
method to obtain compliance with the Ordinance is to repeal the
criminal penalties and to provice Chat the connection fees, impact
fees and regular service fees chat would be imposed if connected to
non -complying customers water bills be levied and added 10 the
customers monthly water bills and
