WHEREAS, the City of Longwood, Florida, deems it to be rn the best interests o£ the health, safety and welfare of the residents of the City of Longwood, Florida, to set policies for governing and operating the City of Longwood Parks Complexes and Facilities, and WHEREAS, the City of Longwood, Fl o[ida deems it necessary to set policies for governing the operating of the City of Longwood Parks Complexes and Facilities by creating a Chapter entitled 1 Parks and Recreation - Policies. NOW, THEREFORE, DE IT ORDA INE- sY THE CITY COMMISSION OF THE CITY OF LONGWOOD~ FLORIDA, AH FOLLbWS: E~yCT Qli 1: A Chapte[ entitled, PARKS AND RECREATION - POLICIES, be created to read as follows: An ordinance setting policies uaed rn governing and operating the City of Longwood Parks Complexes and facilities. mhese polici ea will apply to all City owned properties that ace established areas far leisure activity. Park" refers to an open area established usually for passive recreation and leisure activities. 1 "Center or Complex" refers to a supervrsed area for programs co ncerninq active recreation, athletic fields, courts, etc. Facilities" refer to a City owned boil ding or st [uctur e. All City of Longwood Parks shall be open for public use between the hours of: Eastern Daylight Time - ]:00 A. M. until 8:30 P. M. Eastern Standard Time - 7:00 A. M. until 6;00 P. M. unless otherwise approved, posted or permitted in writing by the Directoc of Parks and Rec[eatro n. It shall be and awful for any person to be or remain in any City of Longwood Park during such ho u[s as the park rs closed to 1 public use. Such preaen ce shall be groands for rmmediate arrest. The Director of Parks and recreation shall prepare, rnstall and maintain a s19n or signs vn each park stating the hours of ope[ation and citing the Ordinance which seta these policies. No person shall possess or consume alcoholic beverages rn any city park or recreational complex without specific prior wcitten app[oval of the Director of Parks and Recreation. No person shall ignite, set or maintain any file for cooking or any other purpose unless the fire is within the designated ales foc such purposes. No person shall willfully ma[k, deface, disfigure, injuce or tamper with, displace oc remove any building, bl cachets, tables, fireplaces, railings, fencing, lignting fixtures, playground equipment, or any othec City p[ope[ty or equipment whatso ev e[ either real o[ personal in the park. No person shall carry, file or discharge any gun, pistol o[ firearm or any rocket, torpedo or other fireworks of any desc[iption. No person shall drive, putt o[ othe[wise hit a golf ball o[ shoot an arrow except in areas specifically designated fo[ those purposes by signs elected by the nirecto[ of Parks and Recreation. No pets shall be allowed in City of Longwood Parks. No person shall use tulle[ skates or akat eboards except rn areas specifically designated for those pucposes by signs erected by the Di [e cto[ of Parks and Re c[eation. Any person using Recreational Department property such as sporting equipment, bal lfiel da, tennis or handball courts, picnic areas, playgrounds or any othe[ Re cr Batton Department property shall be held liable £or any damage, loss of o[ any unusual wear due to abuse or neglect. The City of Longwood will not assume responsibility fo[ theft o[ damage while in a City Park o[ xecreatie nal Complex to personal property. No person shall sell, keep, or offer for sale any tangible or intangible object, merchandise or thing, nor solicit for any trade, or occupation within any city park without prior w[itt en orainance e e Page 3 permission of the Director of Parks and Recreation. All trash will be placed rn containers provided by the Recreation nepa [tment. No person shall remove any soil, clay, rock, stones, plants, wood, or make any excavation by tools, equipment, blasting, oz othe[ means of [emoval without written permission from the nirector of Parks and Recreation. No person shall post o[ affix to any tree, shrub, plant, fence, building, st[u ct u[e, monument, gates, o[ any other ~ physical object, any sign, poster, or other pointed or written matte[ while in the park without p[ior wcitt en permission o£ the Director of Parks and Recreation. The State On iform Tc affic Control Laws, Chapter 31fi, Flo[ida Statutes, are incorporated by reE e[ence, and shall apply to the operation o£ all motor vehicles on streets and [o ads in City Parks and Recreational Complexes uni ess mo ditied he[ein. T[affic officers and employees of the Recreation nepartment are authoc iz ed to direct traffic whenever necessary in relationship to City Yarks and Recreational Complexes. 1 No person shall operate, drive oc park any motor vehicle o[ othe[ vehicle upon any toad, driveway, path, parking a[ea, or other areas unless such aces bas been designated for that pucpose, or unless that vehicle is being used by the City of Longwood for pa[k mainten ante purposes.
