SDU M ORDINANCE OF THE CZTY OF LONGIVOOD, FLORIDA, PROPOSING AATF,NDAIENTS TO PART OF T1iE CHARTER OF THE CITY OF LONGIVOOD PURSUANT TO ARTICLE %, SECTION 10.01 (a), pROV LDING 'CHAT SAID PROPOSED AM1iF,NDM1fENTS BE SUBMITTE- ON T4IE BALLOT TO THE VOTERS AT THE NEXT CFNERAL ELECTION ON TUESDAY, DECED!BER 2, 1980; PROVIllING SEPARABILITY, CONPLZCTS AN- EFFECTIVE DATE. 1'HERF,AS, the City Commission of the City o£ Longwood appointed a Charter Advisory Committee pursuant to Article X, Section 10.01 (cJ of the City Charter for tho purpose of re va eiaing xhe Chartex oL the City and submitting recommendations to the City Commission for proposed amendments or revrsaon of tho Charter; and ' lv'HEREAS, the Chartex Advisory Committee leas duly organized and conducted Pvblic meetings which meeta ngs resin tod in carfxin recom- mendations of the Charter Advisory Committee pertaining to proposed amendments or revis eon of the Charter: and IIV?ERF.AS, the City Comm fission of the City oL Longwood has met and considered the recommendations of the Charter Advisory Committee, and xhe City Commission of the City of LonII~+ood proposed the Lo lloiaing amendments to the Charter oL the C.i xy of Lona vood to be submitted to the voters of the City o,E Longwood at the noxt general election on ~„ Tues day, December 2, 1980. ~ N00.', THEREFORE, BE IT ORDAINED BY THF, CITY C0~>h1I SSION OF THE CITY OF LONCII'OOD, FLORIDA, AS FOLLOWS: SECTION 1: The follo,aing amendments ere proposed to the Charter a£ the City of LonglVOOd: A. Article tIi, Section 3.01 (a) is amended as £oilows: (a7 COMPOSITION. There shall be a City Commission composed of at least fi.va (5) members. F.a ch membor shall residm I.n a designated geographical district, whi vi districts shall contaan as equal e number in population es practicable. e. Article ILI, Sac tion 3.03 is amended as follows: The Commission shall elect from among ies members ~ officers of the City who shall have the titles of Mayor and peputy Mayor, each of whom sha31 serve at the pleasure o£ the Commission. The Fiayor shall preside at meetings of the Commission, shall be recognized as head of the C.i Yy Government for all ceremonial purposes and by the Governor for purposes o£ military I. ago but shall have no administra- tive duties. The -eputy Mayor shall act as Mayor during the absence or disability of the Atayo r. C. Article IIL, Section 3.06 (<) is emended as follows: (c) FiliinR of Vacancies. A vacancy in the City Commission shall be filled for the remainder of the unexpired ~ term at a regular election if one shall occur iii th in sixty (60J days of tha oc<ua renca o£ a vacancy. Ax ti cie N, Section 4.04 is amended as £oil ows: SF CT ION 0..04. The City Commission shall appoint a City Administrator for an indefinite term and fix his compen- sation. The Administrator shall be appointed on the basis of executive and adm.i nisir atave qualifi<atio ns which qualifi- cations will be set for Ui more fliily in an ordinance. E. '~ SECTION 2: She proposed amendments to the Charter o£ the City of Longwood as set forth above shall be individually placed on the ballot and submitted to the voters at the next general election on Tuesday, De comber 2, 1980. 1'ha voters shall have an opportunity to vo ie on each separate Proposed amendment to the Charter, which proposed amend- ment shall be placed on xhe ba11.oT individually, and the Charter D£ the City of Longwood, Florida shall be amended pursuant to each proposed amendment recea ving a majority of votes. SE C'fION 3: Then vTS.t ons of this Ordinance are declared to I` be separable and if any sects n, sentence, clause or phrase o£ this 1. Ordinance shall for any reason be held to be invalid or unconstitutaonal, such dec rsaon shall not affect the validity of the remainang sections, sentences, clauses and Phrases of this Ordinance but they shall remain rn ef£ec t being the legislative intent thax this Ordinance shall stand notwithstanding the invalidity of any part. SECTION 4: All ordinances or parts of ordi nances in conflict herewith be and tlio same are hereby repealed.
