caHEFEAS, due to present lack of rainfall, a severe
train has been placed upon the water system of the City of
Dogwood, Florida, by greater than ordinary demands upon the
y em for water by users of same, and
WHF.REAE, the City of Longwood, Florida, water system
s adequate to meet ordinary demands for water by users of same,
but lacks sufficient standby well caPaci ty to meet ordinary water
demands during dry cony itions in the event o£ pump or other
equipment failure; and
WHEREAS, peak demand for water on a constant basis
endangers the physical ability of the system to meet ordinary
demands and seraovsly affect the ability of the system to meet
xtraordinary demands due to extreme dry conditions; and
IgHEREAE, the City Council of the City o_ Longwood
deemsthe present srtuation to be an emergency, adversely affect-
ing the health, safety and general welfare of the citizens of
the City of Lonywooa, Florida.
NOW, THEREFOrzE, BE IT ENACTED 9Y THE CITY COUNCIL OF
SECTION 1: That this ordinance be and the same rs
hereby declared to be an emergency ordinance within the intent
end purpose of Fla. Stet. §164.041 (37(61 (19J5).

prohibited except as otherwise allowed by thin ordinance.

SECTION 5: Enforcement shall be by civil adminis trative:~
summons issued too [he offender returnable to the City Council of
the City of Longwood, Florida, at its next regular meeting
subsequent to the violation.
If the offender shJa11 admit the violation, a water sur-
charge in the amount of S ~,. 00 shall be added to the
offender's next reqular wa bill.
If the offender after hearing by the City Council
shall be found to have violated the provisions of this ordinance,
then in that event a like saz-charge shall be Sevied and collected
SECTION 6: Should any section or provision Of this
ordinance be declared to be unconstitutional or invalid by the
Courts, such decision shall not effect the validity of the
ordinance as a whole, or y part tbereof, other than the part
so declared to be unconstitutional or invalid.
S FCTIUN ]: All ordinances or resolutions i.n conflict
herewith be and the same are hereby repealed.
