If the offender after hearing by the City Council shall be found to have violated the provisions of this ordinance, then in that event a like saz-charge shall be Sevied and collected SECTION 6: Should any section or provision Of this ordinance be declared to be unconstitutional or invalid by the Courts, such decision shall not effect the validity of the ordinance as a whole, or y part tbereof, other than the part so declared to be unconstitutional or invalid.
