CALL TO ORDER: Vice Chair Richardson called the meeting to order at 7:07 P.M. 2. APPROVAL OF THE MINUTES: Regular Meeting July 11, 2007 Member Rebello made a motion to approve the minutes, seconded by Member Prince, passed by a unanimous voice vote with Members Noyes and Cardinal absent- 3. PUBLIC COMMENT--NONE 4. PUBLIC REARING A. EAR Evaluation and Appraisal Report of The Longwood Comprehensive Plan For 2008 MOTION/RF,CnMMENDATION: ~ Mr. Sizemore stated the Community Development Division for the Community Services Department recommends the Land Planning Agency (LPA) recommend to the City Commission approval of the 2008 Evaluation and Appraisal Report. LPA 09/12/07- 1 - Mr. Sizemore introduced Nancy Smith with Gayle Easley Company. Ms. Smith asked if the current board members were members of the LPA 7 years ago during the last evaluation. The members stated that they were not on the board during that time period. Ms. Smith stated that the evaluation just looks at the over all Comprehensive Plan, which will include the things the City would like to see happen.. Ms. Smith highlighted the three main areas: A. Issues: What the city would like to have in the plan. 1. Mixed use/ City built out 2. Corrider Redevelopment: highways 434,17-92,427 3. Affordable Housing 4. Commuter Rail B. Plan Element Review 1. Overview 2. Success & Short comings 3. Recommended Action C. Change to State Law Chapter 163, Rule 9 J-5 Ms. Smith stated the other issues were brought up during the public workshops were traffic impacts, water supply and water restrictions. Traffic was the predominate one. When you go to Section 4 there is a summary of all the others put. into a table. Listed in the far column it tells you the Statute Requirements and where it is located in the report. This evening is a quick overview of the entire report. Ms. Smith commented that she would try to keep the repetition down and address the changes only. Member Rebello mentioned that the only issue she really noted was affordable housing. Ms. Smith commented that would change as the density changes. Member Rebello asked if group homes were lacking in that area. Ms. Smith stated the market is such that group homes were not an issue. Member Rebello asked about how affordable housing relates to mixed use. Mr. Sizemore stated that the commission is trying to incorporate that into the plan for the next 7 years, and that the recent mixed use amendments are a step in the right direction. The EAR looks of linking, mixed use and affordable housing. Member Rebello questioned the transportation issues like overloaded streets. She expressed concern over how much is Longwood and how much is other neighborhoods' and cities' ~ influence. LPA 09/12/07- 2 - Ms. Smith said the MPO numbers declined on Highway 434 & Highway 17-92. They were ~ identified as a backlog issue for the county, Winter Springs and Longwood. Member Rebello said the county has tried to get Longwood to widen Rangeline Road. for years. Ms. Smith stated that it shows on Appendix B-4 the different level of service standards under use. Mr. Sizemore stated that the level on Rangeline Road is D. Lake Emma Road is Cowity so it doesn't affect the numbers. Since Rangeline Road is largely built out, the city will not face development pressure to widen it. Ms. Smith stated that the roads would beback-logged the same as in the county. City or county you will see traffic build. Mr. Sizemore stated that the commuter rail system and. the Transportation Concurrency exception area in Longwood will help alleviate some of those traffic issues. Ms. Smith commented that in 1985 if a city area was constrained you could go outside that area to build. This is a solution we don't have currently. _ Member Rebello questioned the increased traffic flow on roads interconnecting Longwood ~ neighborhoods to Highway 434. Ms. Smith stated that the traffic has declined 3 to 4 percent on 434 over the past few years. Vice Chair Richardson commented whether the year is 2000, 2005, 2015 or-2025 it will not alter the growth of the historic downtown area. Ms. Smith said that there is the potential for mixed-use population growth around the railroad. Mr. Sizemore commented that the Shimburg Center for Housing has stated that by 2025 the population should increase to 18,000. A developer could do a mixed use project and increase population and push that figure up. The projects on Warren Avenue will give an additional 300 units and that in it self could increase the total to 20,000 extrapolated over time. But those numbers should betaken with a grain of salt. Vice Chair Richardson stated that he doesn't feel that there would be a population increase around the railroad area but that it would be more likely in the area of Warren Avenue. Ms. Smith commented that she. believes many people would want to live close. to the train station. Member Rebello felt that young professionals would like to live on Warren Avenue due to the fact that a nice unit there would cost less in Longwood than it would cost to reside in downtown Orlando. LPA 09/12/07- 3 - ~ Ms. Smith stated that population projection is not an exact science. There is not a way to tell where the units will go in :relation to the rail. The LPA has the ability to go to the web site myregion.org and look at the predictions regarding how long it will take to build out Longwood. Member Rebello stated that representatives from the Regional Planning Council were at the City Commission meeting recently updating them as to the status of the myregion.org. project. Ms. Smith commented that when the Evaluation and Appraisal Report is adopted. The City has the ability to amend it within the next 18 months. This is why the term consider is used in the report to be able to make the amendment process easier. Member Rebello questioned Ms. Smith whether she saw any glaring issues in the report. Ms. Smith stated that the numbers might need some adjustment down the road. Futuristically roads, transportation and water will be readdressed; but there were no glaring problems. Member Rebello stated that transportation will always be an issue Vice Chair Richardson stated that there was no public comment. • ~ Member Prince moved to approve item 4A, seconded by member Rebello. The motion which carried by unanimous voice vote. Members 1Voyes and Cardinal Absent 5. DISCIJSSION AND SCHEDULE FOR FUTURE AGENDA ITEMS Mr. Sizemore and Vice Chair Richardson discussed the possibility of a meeting in October. Mr. Sizemore stated that there would probably not be a meeting in October. 6. PIJI3LIC COMIVIENT: There was no public comment. 7. AD.IOURNMENT: Member Rebello made the motion to adjourn,. which was seconded by Member Prince and carried by a unanimous voice vote with Members Noyes and Prince absent.
