Chair Noyes called the meeting to order at 7:07 P.M.
2. APPROVAL OF THE MINUTES:
Regular Meeting of August S, 2007.
Chair Noyes made a motion to approve the minutes, seconded by Member Prince, passed
by a unanimous voice vote.

4. PUBLIC HEARING
A. LDC Longwood Development Code Amendment LDC Article IV,
Adding Section 4.8.0 "Wekiva Study Area" Ordinance #07-1851
MOTION/RECOMMENDATION:
Ms. Adzima stated the Community Development Division for the Community
Services Department recommends the Land Planning Agency (LPA) recommend to the
City Commission approval of the. Longwood Development Code Amendment LDCA
~ ~ Article IV, Adding Section 4.8.0 "Wekiva Study Area" Ordinance # 07-L851.

Chapter 369 of the Florida Statues requires local governments to adopt land development
regulations to implement the comprehensive plan provisions of the Wekiva Parkway and
Protection Act.
~ The requirements of this section are applicable to property in the City that lies within the
- limits of the Wekiva Study Area as delineated by the City's Comprehensive Plan. The new
section is proposed to be added to Article Four: Resource Protection Standards.
This section is proposed to be Section 4.8.0 entitled Wekiva Study Area. if you note on the
screen the City is outlined in red and the Wekiva Study Area is outlined in black.
Mr. Sizemore stated that the second step of requirements of the Wekiva Parkway and
Protection Act as it was signed into law. The first step was to have the focal .governments
- that were impacted by the Wekiva Study Area adopt policies into the Comprehensive Plan to -
protect the Wekiva Study Area and we have complied with the time lines that the state set out
for us. The last deadline was about a year ago for the Last section of the :Plan Amendment.
This is an actual excerpt from the Comprehensive Plan; one of the requirements was that we
- adopt a map showing the Wekiva Study Area in it.
Mr. Sizemore commented that now the City would have to adopt Land Development
- Regulations to implement the specific parts of the policies that relate to.private development
in the area. A lot of the policies that were adopted were things that the City needed to cto.
For example the City needed to consider using reclaimed water as the technology becomes
- finically feasible. Along those lines there are policies that we adopted that have to do with
private development and redevelopment that might occur in this area. For example if there
was redevelopment over 5 acres in size then it would have to have 35% open space. That
was something that was dictated by Florida statues. So now we have to have something; in
the development code so that an actual development application comes through the City
would be able to catch it in the development review process and make sure that was
~ implemented that it is not just a vague policy floating around out there in the Comprehensive
Plan. That is what this amendment would accomplish.
Chair Noyes called for a motion to close the public hearing seconded by member Rebello
with a voice vote motion carried.
Member Rebello, Mr. Sizemore, and the board discussed the meaning of the different shades
of blue on the map. 2 of the shades of blue show utilities service area and that yellow shows
City of Longwood utilities.
Member Rebello questioned if any part of the City of Longwood is in Wekiva Study Area, at
this moment.
Mr. Sizemore responded that the red line is the city limits. Anything that is west of the black
line on the map but in the red line in the city limits is in the City of Longwood and is in the
Wekiva.Study Area. It is a relatively small area, when the city did a Compressive Plan
Amendment was an analyzation done on the amount of vacant land in the area. It came to
about 6 acres in the entire area. A lot of the study area extends beyond Longwood. Seminole
County had some large areas and Casselberry had larger area involved than Longwood.

Member Rebello and Mr. Sizemore discussed what areas were encompassed the fact that
most of the areas were residential subdivisions Slade Drive, The Winsor Manor Subdivision,
Sleepy Hollow area except for on the south side of Highway 434. The Pic-n-Save property
and the Township Plaza is just to the east of this line. When you get west to SunTrust and
Arby's, in that area. West of-that isthe Wekiva Study Area.
Member Rebello questioned if the large black line was Rangeline Road or close to Rangeline
Road. .
Mr. Sizemore stated that the thick line is the line that demarcates the Wekiva Study Area.
The thinner black line is Rangeline Road.
Member Rebello .stated that it looked like Tiberon was in the Wekiva Study Area.
Mr. Sizemore stated that the first several houses were not but the subdivision was part of the
Wekiva Study Area. -
Member Rebello questioned if the basic reason for the Wekiva Study Area is to comply with
the State Statue.
Mr. Sizemore stated that was correct. Some of the regulations are very unlikely to occur or
impact development in Longwood because they are directed at the Wekiva Study Area as
whole. For example the 35% open space requirement that is included on page 2 of 6. If you
. had anxition or land assembly for the purpose of redevelopment within the Wekiva Study
Area if you are going to develop new property you would have to provide the 35% open
space. On a piece of low density residential property you are already a maximum impervious
surface ratio of 42% that is not going to impact low density properties. There is no
- ~ commercial. property in that area that has a 75% impervious surface ratio. If someone went
and bought a commercial site tore it all down. and started from scratch in stead of having 75%
- they would have to have 65%° and follow that rule. A lot of the requirements for cisterns or
finding ways to reuse storm water would only go into effect if someone amassed a lot of land
and tore out an entire subdivision or a giant track of land and redeveloped them, which is
very unlikely to occur. That section of town is so built out.
Member Rebello stated that~it does make a comment about annexation. To the west of
Tiberon is the Woodlands, which is not in the city, but in cases of annexation even though it
is low density residential right now is it affected at all by the Wekiva Study Area and the
35% open .space.
Mr. Sizemore stated that because those properties are already developed. They would n~~t be
required to go in and retrofit their properties to meet the 35% open space requirement. This
would only be applicable if open or vacant land was annexed in and then developed. Or if a
property was anriexed in stripped down to the bare land and then redeveloped again.
Member Richardson and Mr. Sizemore discussed the fact that the red area on the map that
hugged the shore on the south side and when you get down into the residential area on Island
Lake that is the county in the area of the Rolling Hills Golf Course, Palm Springs Drive those
are located in Seminole county and the fact that that was part of the study area but not within
. the City of Longwood.

Mr. Sizemore stated that the City was only required to show the portion of the study are that
is located within the City of Longwood. The other areas in the county are. included they are
not shown on the City's map because they are located in the County, the Wekiva Study Area
impacts 5 or 6 different jurisdictions.
Discussion ensued that the Woodlands was in unincorporated ,Seminole County. So they
would have to go to Sanford to the County Services Building and are subject to their
regulations.
Member Prince stated that if you have a Longwood mailing address; anything North of North
street is City and South is County.
Chairman Noyes moved that the Land Planning Agency (LPA) recommend to the
City Commission approval of the Longwood Development Code Amendment LDCA
Article IU, Adding Section 4.8.0 "Wekiva Study Area" Ordinance # 07-1851. Seconded
by Member Richardson. Roll call vote with all members approving.
5. DISCUSSION AND SCHEDULE FOR FUTURE AGENDA ITEMS
Ms. Adzima stated that there would be a meeting scheduled for November 14, 2007.
Mr. Sizemore Stated that he hoped that there would not be a meeting for that date because his
daughter was due to be born on November 12, 2007. Congratulations were offered by the
board to Mr: Sizemore and his family.

Chairman Noyes made the motion to adjourn, which was seconded by Member Prince and
carried by a unanimous voice vote.
