1. CALL TO ORDER:
Chair Noyes called the meeting to order at 7:05 P.M.

Regular Meeting October 10, 2007
Chair Noyes made a motion to approve the minutes, seconded by Member Prince, passed by
a unanimous voice vote.

A. SPA-01-07 Small Scale Comprehensive Plan Amendment
670 South County Road 427
Ordinance Number 07-1857
MOTION/RECOMMENDATION:
Ms Adzima stated the Community Development Division for the Community
Services Department recommends the Land Planning Agency (LPA) recommend to the
City Commission approval ofthe Small Seale Comprehensive Plan Amendment, SPA 01-07
on the future land use map.:From County Industrial to City 1<ndustrial for the property
located at 670 South County Road 427.

. Ms. Adzima stated that the property, SPA OI-07 is an enclave, recently annexed into the city
on November 19 by the City Commission by inter-local agreement with Seminole County.
Since the process of annexation has already taken place, now the City has to change the land
use.
Member Rebello questioned what was currently on the property.
Ms. Adzima replied that the property had an abandoned single. family residence on the
• property.
Member Rebello stated that she had tried to picture where exactly the property was located.
Ms. Adzima and Mr. Sizemore discussed with the board the fact that a house is on the
property.
Chair Noyes stated there was no one present to speak in regards to this agenda item.
Chair Noyes stated that there was no.public comment.
Chair Noyes made a motion to close the public hearing, seconded by Member Rebello. The
motion which carried by unanimous voice vote, Member Prince Absent.
Vice-Chair Richardson commented that he was having problems picturing it also, he had not
visually seen the property in question. He asked Mr. Sizemore where exactly the property •
~ was located.
Chair Noyes stated to the North is the window tinting place. On the Northwest corner was
the old gas station that used to be a window tinting place.
Mr. Sizemore commented that the existing building on the corner is painted green and tan on
He stated you could probably drive by it all the time and not notice it.
It is an .open field with chain link fence and some old buildings were torn down because they
were a safety hazard. The property being annexed, is in disrepair and the land is over grown
with vegetation
Vice-Chair Richardson asked where the property is in relation to the Cuban Restaurant.
Discussion ensued as to the exact location and size of the property in question.
Chair Noyes asked what land use was the red colored land.
Mr. Sizemore stated that area's land use was General Commercial.
Member :Rebello commented that pink is Industrial and gray is Public Institutional.
Chair Noyes asked if there were any other questions.

Chair Noyes moved to approve item 4A, recommend to the City Commission approval of the
Small Seale Comprehensive Plan Amendment, SPA 01-07 on the future land use map. From
County Industrial to City Industrial for the property located at 670 South. County Road 427.
Seconded by Vice-Chair Richardson. The motion which carried by unanimous roll call. vote.
Member Prince Absent.
Discussion ensued regarding right. of way and easement for Marvin Ave.
5. DISCUSSION AND SCHEDULE FOR FUTURE AGENDA ITEMS
Ms. Adzima stated that the next meeting is scheduled for January 9, 2008, but currently there
is nothing scheduled for that date.
6. ADJOURNMENT:
Chair Noyes made the motion to adjourn, which was seconded by Member Rebello and
carried by a unanimous voice vote with Member Prince absent.
Chair Noyes adjourned the meeting at 7:14 p.m.
