Bruce F. Noyes, Chart• Judy Putz, Member `' • - ' • 1. CALL TO ORDER. Vice Chair Prince called the meeting to order at 7:00 p.m. 2. APPR3 VAL OF THE MINUTES FOR A. Regular Meeting February 10, 2010. • Member Roehrig moved to approve the Minutes of February 10, 2010 as presented. Seconded by Vice Chair Prince and carried by a unanimous voice vote with Chair Noyes and Member Putz absent. PUBLIC COMMENT. None. • 4. PU '" LIC HEARING. • 1isclosure of Ex-Parte Communication. • Mr: Chumley advised it would be appropriate'for Boai Members to disclose any ex -parte communication at this time. • A. LDCA 02 -10 Longwood ]Development Code Amendment Green Duilding Program rdinance Number 10 -1915 Ms. Morrow said the Community Development Department recommends the Land Planning Agency recommend to the City Commission approval of an amendment to the Longwood Development Code by Ordinance LPA 04 -14 -10/1. No. 10 -1915, which is Longwood Development Code Amendment (LDCA) 02 -10 on the Agenda: She stated this was basically creating a Green Building Program for the City: This will build on the existing efforts in land use regulations, water conservation, sustainability, and stonnwater management. She said coordination will be promoted between Departments. She advised there was already some sparse language in the Historic District Codebook and the Longwood Design Guidebook referencing environmentally - conscious• building and green building practices being encouraged. She stated this would place the creation of a. voluntary program for green building in the Longwood Development Code and provide incentives for that. Vice Chair Prince inquired how the City stands as far as being impacted by that cost wise. Ms. Morrow said the incentives they are providing for the applicants that choose to participate are things like fast track permitting. They will bring the site plan review clown to twenty (20) days and seven (7) days for building permit applications. She advised there will be an impact. with reduced plan development review fees of a ten (10 %) percent reduction. She reviewed the cost per application and stated it was a nominal cost in terns of what funding the City would be losing and they would be gaining the green building Leadership in Energy and Environmental Design (LEED) Certification. • Ms. Bower said they do not anticipate that a lot of people will use this now, but they want to put it in place for the future. She stated they hope • as more development starts to happen that people will take advantage of - the Ordinance. Ms. Morrow said she found nine municipalities that have Green Building Programs in some form. The model ordinance used for this was developed by the Florida Green Building Workgroup and was also used in Gainesville, Miami Dade County, and Sarasota County. She stated you tailor the model ordinance to your community. Member Fiore said he had written some comments in the form of a letter dated.April 14, 2010 that was addressed to the City Commissioners and he would like to make part of the record, with some concerns and suggestions. He distributed a copy of the letter to the Board Members, Attorney, and staff. Member Roehrig referenced Section 1, 11.0.10 (2) of the Ordinance and inquired if there was a reason for not giving a ten (10 %) percent reduction to one and two- family homes. LPA 04 -14 -10/2 Ms.. Morrow said there 'are a lot of.perimeters in the model ordinance that were pulled to the specifics for the City of Longwood. She stated she couldn't recall any specific Mention as to why that was singled out. She • said the Members should feel free to make recommendations to the Commission. She pointed out that one and two - family homes are eligible for the fast track permitting in the Section above. Ms. Bowen said -that single family residential did not go through site plan • review. Member Fiore inquired if they could make a recommendation to amend the language to remove that exception so if in the future one or two - single family homes ever do have to go through the site plan review they will receive the discount. Ms. Morrow responded in the affirmative. Member Fiore moved to recommend amending the language to take out the exception of one and two- family homes not receiving the ten (10 %) percent reduction of the development plan review fee. Seconded by Member Roeluig. Discussion was held on preferences for being a voluntary participant in the Program. Ms. Bower said it would be on case by case basis. She stated there may be consideration to give preferential treatment to someone who is LEEDS (Leadership in Energy and Environmental Design R.ating System) certified. Motion carried by a unanimous voice vote with Chair Noyes and Member Putz absent. Member Roehrig moved to recommend to the City Commission approval ofLDCA 02 -10 with the amended verbiage. Seconded by Vice Chair Prince and carried by a unanimous voice vote with Chair Noyes and Member Putz absent. Ms. Morrow advised that the Land Planning Agency's recommendation would be forwarded to the City Commission and it will be up to the Commission whether to make this amendment. 5. I ISCUSSION AND SCHEDULE FOR FUTURE ACEN':tA ITEMS. Next ;" egular Scheduled Meeting May 12, 2010. Ms. Bower advised that staff was working on some Code changes that will be brought to the Land Planning Agency in the future. She said they were working LPA 04 -14 -10/3 on the Comprehensive Plan Amendments and. cohesive changes 'so the Design Guidebook and Development Code will work together. 6. ADJOURNWMN .
