1. CALL TO ORDER
Chair Noyes called the meeting,to order at 7:00 p.m.
2. APPROVAL OF THE MINUTES FOR
A. Regular Meeting June 9, 2010
Member Putz moved to approve the June 9, 2010 minutes as amended regarding
attendance. Seconded by Chair Noyes and carried by a unanimous voice vote.
3. PUBLIC COMMENT
No public comment.
Chair Noyes moved to close the public comment. Seconded by Member Prince and
carried by a unanimous voice vote.
4. PUBLIC HEARING
Disclosure of Ex -parte Communication
None.

A. SPA 02 -10 Small Scale Comprehensive Plan Amendment
Future Land Use and Map Change from County Mixed
Development with C -2 Retail Commercial Zoning to City
General Commercial (GC) Land Use until such time as Infill
Mixed Use (IMU) becomes effective and then will immediately
be reassigned as such within the East End Planning District
Ordinance Number 10 -1931
Ms. Morrow stated the Community Development Services Department
recommends the Land Planning Agency recommend to the City Commission
approval of a Small Scale Comprehensive Plan Amendment (SPA 02-10).
Ms. Morrow explained upon annexation into the City, a new Future Land Use
Designation must be assigned and voluntary annexation hearings for the subject
parcel took place on July 19, 2010 and August 2, 2010.
Member Putz moved to recommend approval of Ordinance 10 -1931 to the City
Commission. Seconded by Chair Noyes and carried by a unanimous voice vote.
B. SPA 03 -10 Small Scale Comprehensive Plan Amendment

with M -1 Industrial Zoning to City Industrial Future Land Use
(IND) within the Lyman Planning District

Ms. Morrow stated the Community Development Services Department
recommends the Land Planning Agency recommend to the City Commission
approval of a Small Scale Comprehensive Plan Amendment (SPA 03 -10).
Ms. Morrow explained upon annexation into the City, a new Future Land Use

C. LDCA 03 -10 Longwood Development Code Amendment
An amendment to the Longwood Development Code,
Longwood Historic District Code Book, and Longwood Design
Guidebook associated with changes to the City's
Comprehensive Plan.

Ms. Morrow stated the Community Development Services Department

recommends the Land Planning Agency recommend to the City Commission
approval of an amendment to the Longwood Development Code,, Longwood
Historic District Code Book and Longwood Design Guidebook associated with
changes to the City's Comprehensive Plan.
Chair Noyes suggested that each Board Member individually discuss the
proposed changes.
Discussion ensued.
Chair Noyes moved to recommend approval of Ordinance 10-1929 with the
following amendments: tree replacement exemptions also be extended to rental
properties (non owner occupied single, family residences), give Staff authority to
provide a waiver for required bike parking with commercial development and put
a size maximum in place for political signs of Oft. by Oft. in commercial areas and
211. by aft. in residential areas. Seconded by Member Putz and carried by a
unanimous voice vote.
Ms. Bower said that as Board Members are reviewing the Code they may contact
her with suggestions.
5. DISCUSSION AND SCHEDULE FOR FUTURE AGENDA ITEMS
Next Regular Scheduled Meeting: September 8, 2010
Ms. Bower said Code changes and possible annexations would be forthcoming.
6. ADJOURNMENT
Chair Noyes adjourned the meeting at 8:20 p.m.
