Present: Amy Goodblatt, Special Magistrate Also Present: Timothy Cooper, Code Enforcement Supervisor Gayle Owens, City Attorney Robyn Winters, Code Enforcement Officer Collina Gast, Code Enforcement Recording Secretary Absent: Bonnie Howington, Code Enforcement Officer 1. CALL MEETING TO ORDER: Special Magistrate Goodblatt called the meeting to order at 7:05pm. 2. APPROVAL OF THE MINUTES FROM THE JULY 22, 2010 HEARING: Special Magistrate Goodblatt approved the Minutes from the September 23, 2010 Code Enforcement Hearing. 3. SPECIAL MAGISTRATES'S EXPLANATION OF PROCEEDINGS: Special Magistrate Goodblatt explained the hearing process for the attendees. 4. SWEARING IN OF ALL WITNESSES: Special Magistrate Goodblatt swore in all witnesses. 5. ROLL CALL OF SCHEDULED CASES: Special Magistrate Goodblatt called out cases to see if Respondents were present. 6. PUBLIC HEARINGS: A. CEH 10 -10 -803 CC, Chap. 86, Sec. 86 -54 Storage of Inoperable Vehicle Withdrawn PYTLESKI, Alan and Stacy 1081 Sonoma Court Longwood, FL 32750 The City withdrew this case as complied. REPORTS -CASE UPDATES: None 8. UNFINISHED BUSINESS: None 9. OLD BUSINESS: None 10. NEW BUSINESS: A. William Powers (seller's agent for 764 E. Church Avenue, #08 -04 -709) requested to come before the Special Magistrate to ask for a reduction in fines and administrative costs which total $173,000.00 for Trash & Debris and Outdoor Storage violations. After discussing the history of the property and the circumstances surrounding the foreclosure, it was recommended that Mr. Powers go back and discuss with the bank, reducing the fines to $3,000.00 and that he come back with the bank's authority to negotiate a settlement and terms. The City is going to place him on the November 18, 2010 agenda so that Special Magistrate Goodblatt can make a ruling. B. Don Wall (seller's agent for 1515 Oriole Street, #08 -04 -710) has requested to come before the Special Magistrate to ask for a reduction in fines and administrative costs which total $71,785.00 for 3 separate High Grass violations. After discussing the history of the property and the circumstances surrounding the foreclosure, it was recommended that Mr. Wall go back and discuss with the bank, reducing the fines to $3,000.00 and that he come back with the bank's authority to negotiate a settlement and terms. The City is going to place him on the November 18, 2010 . agenda so that Special Magistrate Goodblatt can make a ruling. 11.
