1. Chairman Wallsh called the meeting to order. Pledge of Allegiance to the
United States Flag followed by a roll call by Secretary. Steven Kircher and
M. H. Farrell ( First Alternate) absent, Mr, Harvey Sm eri 1 son , Second Alternate
will sit in place of Steven Kircher.
2. The minutes of the previous meeting were read by the Secretary. Motion by
Mr. Mitchell, seconded by Mr. Pavone that minutes be approved as read. Motion
carried by a voice vote .
3. Chairman Wallsh stated that Amendment No. 1 to Rules and Regulations for the
Codes Enforcement Board require formal approval. The Secretary read the proposed
admendment. Motion by Mr. Mitchell, seconded by Mr. Pavan that Amendment No. one
to the Mules and Regulations for the codes Enforcement Board be adopted. Notion
carried by voice vote. All members present signed the original copy of the Rules
and Regulations adopted by the codes Enforcement Board*
4. New Business:
Mr. Wallsh reminded all ambers that Financial Disclosure Statements must be
filed by each member and that statements should have been submitted wi thin 30 days
of appointment.
Mr. Wallsh suggested that the codes Enforcement Board might desire to appoint
a Parliamentarian to assist him in the conduct of the Board, Motion by P•zr. . Thomas ,
seconded by Mr. Mitchell that Mr. Pavone be named Parliamentarian for the Board.
Motion was passed by a unanimous voice vote,
Mr. Wallsh stated that he would call each member one week before each meeting
and request any agenda items and that an agenda would be provided each member prior
to n .
Mr. Terry stated that he and the city Attorney were meeting on Zhurs day ,
February 26, 1981 to discuss the operating procedures for the Board and the
preparation of necessary foams. Mr. Terry stated that there was some question
concerning the secretary's duties in presenting the material to the Board and
that it might not be possible to sere as recorder and secretary at the same time.
This matter would be discussed with the city Attorney.
5. The next meeting for the Board was scheduled for March 24, 1981 at 7 :30 p.m.
6, Mr. Robert Daves requested permission to address Board and he asked procedures
for a citizen to initiate action by the Codes Enforcement Board. Mr. Daves also

questioned how long it would take a cmplaint to be heard by the board,
if the Board had a budget to take care of expenses incurred, etc.
Various men - ber s of the board responded to the questions and Mr. Daves was
informed that as soon as forms were necessary he would be notified.
7. The Board adjourned at 8:40 P . M.
