1. Meeting called to order by chairman Pavone followed by Pledge of Allegiance
to United States Flag.
2. The secretary called the roll, all members present except Arthur carullo.
3. Approval of Minutes. The secretary read the minutes of December 14, 1982.
Motion by Mrs. Zike, seconded by Mr. Ritter that minutes of December 14, 1982
be accepted as read. Motion carried by a voice vote.
4. Public Hearings. None Scheduled.
5, Unfinished Business. Af f 1 of Co mpl fiance - Case No. 15 - country club
Pet World (Kennel) . Secretary read of f idavit of comtliance to the board. Of f icer
Grose inspected the property and received information from the residents in
Tiberon cove that there was a decrease with the noise problem. Barbara Hudak
and Dazyle Lewis inspected the property and contacted Officer Grose on Monday and
requested charges be dropped. Mrs. Zike asked if the dogs were being brought in
at 6 o'clock? officer Grose stated everything that was asked for or suggested
has been done. Motion by Mr. Kennedy, seconded by Mrs. Zike that board accept
dismissal of the case. Mr. Myers abstained from voting since this was his first
time on the board and Mr. Downen abstained due to a conflict of interest. Motion
was carried by a unaxumus roll call vote of other members .
6. Presentation of filed affidavits of violations. case No. 16 - James B. and/
or Margaret L. Hutson, 111 Shomate Drive, Longwood, FL, violation of city of
Longwood Code, chapter 12. Chairman Pavone read the affidavit of violat ion .
Officer Grose stated that he received a complaint about a green house erected in
the back yard of the property and that wholesale and retail plants were being
sold from the back yard. Officer Grose sent a certified letter on November 9,
1982 stating that the violation should be corrected by November 19, 1982. officer
Grose presented photographs, taken on January 25, 1983, and a letter fram the
Hcaeowners Association as evidence. Officer Grose stated that no attempt to
comply had been made and the property is not in compliance. Albert cook, associate
of Marvin Rooks, introduced himself and stated Mr. Rooks was absent due to a
involvement with a trial.

Mr. Cook asked what the property was zoned? officer Grose stated it was R -1.
Mr, Cook stated that growth to a height of ten ( 10 ) inches or more upon any
premises of cleared land was a violation of the ordinance and asked if the plants
were that height? officer Grose stated that there were over two hundred (200)
plants in the back yard. Motion by Mr. Kennedy, seconded by Mr. Myers that the
board find probable cause. Motion carried by a unanimous roll call vote.
Case No. 17 - John F. Hepp & Katherine - 1402 Robin Court, Longwood, FL, violation
of City of Longwood. Code, Chapter 12. Chairman Pavone read of f idavit and secretary
read the violation. officer Grose stated that he made a inspection of the property
with the help of a neighbor and was allowed to look at the back yard of Mr. Hepp's
property. officer Grose stated that Mr. Hepp's swimming pool is green, the fence
is half torn down, junk auto parts all over the front and rear yard. 'There is a
truck upon blocks, not registered and not operable. Certified notification sent
September 17, 1982, returned to his office marked refused to claim, second notif-
ication sent on November 12, 1982 and received by Mrs. Hepp on November 13, 1982.
Officer Grose presented photographs, taken on January 25, 1983, to the board.
Officer Grose stated that he could not obtain pictures of the back yard but it
was worse than the front. Motion by Mrs. Zike, seconded by Mr. Ritter for probable
cause hearing. Motion carried by a unanimous roll call vote.
Motion by Mrs. Zike, seconded by Mr. Myers to set the date of the Public Hearing
for February 15, 1983. Motion carried by a unanimous roll call vote.
7. New Business. None.
Fred Petterson, Spanky's Auto Body, was permitted to speak by Chairman Pavone,
Mr. Petterson said that Mr. Hepp's case took too long to come before the board
and that his case only took thirty days. officer Grose stated that a complaint
is reported to him by City Hall. Mr Petterson stated that he was not allowed
to make complaints to City Hall. officer Grose recommended that Mr. Petterson
call City Hall or the Police Department if he has a complaint and if he has any
problem with policy or enforcement, he should see Mayor Lormann, one of the
commissioners or the Chief of Police. Officer Grose stated that if Mr. Petterson
had any problem with him personally to see the Chief of Police because he was
not authorized to take any complaints concerning himself. Mr. Petterson stated
that he would take a complaint to City Hall one time to see if it does any good.
8. Motion by Mrs. tike, seconded by Mr. Downen that meeting be adjourned. Motion
carried by a unanimous roll call vote. Meeting adjourned at 8:15 p.m.
