The codes Enforcement Board of the City of Longwood, Florida met at 7:30 p . m .

1. Meeting called to order by Chairman Pavone followed by Pledge of Allegiance to
United States f lag.
2. The secretary called the roll, Mr. Downen and Mr. Ritter were out of town on
business. Cha i rman P avone stated that Mr. Carul t o had missed two out of three
consecutive meetings and forfeited his position as a board member and would have
to be reappointed by the City Commission. All other board members were present.
3. Approval of Minutes- 1/25/83. The secretary read the minutes of January 25, 1983.
Motion by Mr. Kennedy, seconded by Mr. Myers that minutes of January 25, 1983 be
accepted as read. Motion carried by a unanimous roll call vote.
4. Public Hearings.
Case No. 16 -Tames B. and /or Margaret L. Hutson, 111 Shoamate Drive, Longwood,
Florida. Violation of Chapter 12. Affidavit of compliance read by Chairman Pavane.
Motion by Mrs Zike, seconded by Mr. Kennedy that affidavit be accepted. Moti
carried by a unanimous roll call vote.
Case No, 17 -John F, and Katherine Hepp, 1402 Robin Court, Longwood, Florida --
Violation of Chapter 12. The Secretary read the notification of violation, Mr.
John Hepp was present and after being sworn in, made the f o 1 lowing ccnr nts . He
asked to confront the person who brought the case before the board. Officer Larry
Grose, CEB officer stated that he brought the case before the board on behalf of
the city. Mr, Hepp admitted that his back yard was still in violation and he had
left it in violation so that he could address the board. He said he objected to
the performance of Officer Grose and said the violations could not be observed by
an average person because his back yard is screened by a privacy fence, Mr. Hepp
said he had corrected all the violations that had existed in the front yard. Mr.
Hepp said he was having financial problems and had been unable to have his pool
cleaned but was putting bleach into the pool to disinfect the water. Mr. Hepp said
he had helped create the codes Enforcement Board when he was serving as mayor. He
objected to the manner in which Officer Grose was performing his duties and he said
that he should not look into the privacy of a person's fenced rear yard to find
violations. Mr. Hepp said he objected to the gestapo tactics of the board. Mr.
Hepp said he was not critical of the individual board members but of the procedures
of the board. Chairman Pavone said he took exception to Mr Hepp p comments and

calling the board a Kangaroo court. Mr. Hepp apologized to the board, officer
Grose presented photographs taken on February 15, 1983 of the back yard showing
violations. He said he had inspected the property this morning and said the front
yard was in compliance but the rear yard was not. Mr. Hepp admitted his back yard
was in terrible shape and said he would clean it. Mr. Hepp also objected to several
comments contained in previous minutes and said the vehicle in question did and
does have a current tag but wasn't on the car the day the photograph was taken.
Mr. Hepp said no one can see his back yard because of the privacy fence. Mr. Hepp
asked the board to take into consideration the poor econc mic times and the fact that
he was financially unable to take care of the problem. Mr. Ed Myers and Mr. Kennedy
objected to Mr. Hepp's ccnments concerning the board. Mrs. tike asked if there was
a health or safety problem in the back yard and Mr. Hepp said no. Officer Grose said
he had turned over the question of the pool to the Seminole county Health Department.
Mr. Hepp said he would have his rear yard cleaned up within a week.
After further discussion, Mrs. Linda 2 ike made a motion which was seconded by Mr.
Myers that the case be postponed until February 22, 1983. Motion was carried by a
unanimous roll call vote.

6. Presentation of filed affidavits of violations. None.
7. New Business. None.
8, Adjournment, Motion by Mrs. Zike, seconded by Mr. Kennedy that board adjourn.
Motion carried by a us roll call vote and the meeting adjourned at 8:30 p.m.
