The codes Enforcement Board of the City of Longwood, Florida met at
7:30 p.m.

1. The meeting was called to order by Chairman Pavone followed by the
Pledge of Allegiance to the United States flag. The secretary called
the roll and all members were present.
2. Approval of Minutes - 6114183. The secretary read the minutes of
June 14, 1983. Motion by Mr. Fleck, seconded by Mr. Carullo that minutes
be approved as read. Motion carried by a unanimous voice vote.
3. Public Hearings.
Continuation of Case No. 19 -Danny and Janet Fuller (tenant), 1278 CR 427,
Longwood, FL and Eula M. Scott (owner) , 1740 Carlton Avenue, Longwood, FL.
Violation of City of Longwood Code, Chapter 22, Section 22 -28 and Chapter
12, Section 12-2(2), 12-2(3). officer Rossi stated that he had inspected
the property on June 28, 1983 and the violation still existed. Chairman
Pavane stated that he had received a telephone call from Mr. Fuller saying
that he had a emergency and would be unable to attend the meeting. Mr.
Fuller told Chairman Pavone that he was trying to clean up the property.
Officer Rossi stated Mr. Fuller is trying to clean up the property but it
should have been cleaned up long before this. Mrs. Scott was sworn in and
stated that Mr. Fuller had called her and stated that he had removed
several items. Mrs. Scott stated that she knows the property needs to be
cleaned up but doesn't know what else to do except to tell Mr. Fuller to
find other living quarters. Mr. Myers stated that Mr. Fuller had plenty
of time and should be fined. Mr. Carullo asked Mrs. Scott if she could
sent Mr. Fuller a letter stating that he clean up the property or find a
new place to live? Mrs. Scott wanted to know just what Mr. Fuller needed
to do to come into compliance. Mr. Fleck asked if just the tenant can be
fined? Mr. Cook stated that a judgement could be placed against Danny
and Janet Fuller. Motion by Mr. Carullo, seconded by Mr. Myers to fine
Danny and Janet Fuller $25.00 at this time and $5.00 per day for each day
the violation continues to exist, effective June 28, 1983. Motion carried
by a unanimous roll call vote.

Codes Enforcement Board Meeting - June 28, 1983
Case No. 20- Charles Rodgers (tenant), 200 Mingo Trail, Longwood, FL and
Central Florida Trophy Corporation (owner) , 2260 old Lake Mary Road,
Sanford, FL. Violation of City of Longwood Code, Chapter 22, Sections
22 -26, 22 -28, officer Rossi stated this was the case of the unregistered
vehicles. Mr. Rodgers was sworn in and stated that vehicles were regist-
ered and presented the registrations to officer Rossi, officer Rossi
stated the vehicles were registered on June 21, 1983. Chairman Pavone
asked the secretary to make copies of the registrations for the record.
Motion by Mr. Carullo, seconded by Mr. Myers to dismiss charges against
Mr. Rodgers because he is in compliance. Motion carried by a unanimous
roll call vote.
Case No. 21- William T. Pratt, 390 South Wilma Street, Longwood, FL. Violation
of City of Longwood Code, Chapter 12, Section 12-2(2) and Chapter 22,
Sections 22 -26, 22 -28. officer Rossi stated that debris still remained
on the property and Mr. Pratt was currently in violation. The secretary
stated that Mr. Pratt had not received notice of hearing. Motion by Mr.
Carullo, seconded by Mr. Kennedy to postpone public hearing for Mr. Pratt
and have a rehearing scheduled for July 12, 1983. Motion carried by a
unanimous roll call vote.
4. Unfinished Business. None.
5, Presentation of Filed Affidavits of Violation,
Case No, 22 -James A. Jr. and Donna J. Manzullo, 420 Evergreen Avenue,
Longwood, FL. Violation of Chapter 4, Sec. 4 -15, Chapter 11, Sec. 11 -2
(5 ) and Chapter 12, Sec. 12-2(5). officer Rossi stated the reason of the
aff idavit was for both parties to come before the board so the board can
decide who is in the wrong. officer Rossi presented a brief stating the
dates of the complaints against Mr. and Mrs. Manzullo, officer Rossi
stated that there were continuing complaints. Mr. Cook asked if officer
Rossi had heard the dogs barking? officer Rossi stated he had not heard
the dogs barking and stated that several people have not heard the dogs
barking. officer Rossi stated that he tried to solve the problem and was
ordered to reopen the case by his Chief because several complaints were
filed by Mrs. Worley. Motion by Mr. Carullo, seconded by Mr. Ritter to
find probable cause and set a public hearing on July 12, 1983. Motion
carried by a five to two vote with Mr. Ritter, Mr, Taddeo, Mr. Myers,
Mr. Carullo, Chairman Pavone voting aye and Mr. Kennedy and Mr. Fleck
voting nay.
6. New Business. None.
?. Adjournment. Motion by Mr. Taddeo, seconded by Mr. Carullo to adjourn.
Motion carried by a unanimous voice gate. Meeting adjourned at 9:10 p.m.
