The codes Enforcement Board of the city of Longwood, Florida met at
7: 30 p.m.

1. The meeting was called to order by Chairman Pavone followed by the
Pledge of Allegiance to the United States flag. The secretary called
the roll and all members were present.
2. Approval of Minutes - 6/28/83. The secretary read the minutes of
June 28, 1983. Motion by Mr. Carullo, seconded by Mr. Myers that minutes
be approved as read. Motion carried by a uanimous voice vote.
3. Public Hearings.
Continuation of Case No. 21- William T. Pratt, 390 S. Wilma St., Longwood,
Fl. Violation of City of Longwood Code, Chapter 12, Section 12-2(2) and
Chapter 22, Sections 22 -26 22 -28. The secretary read an affidavit from
Mr. Terry, city Clerk, stating that from his personal knowledge that Mr.
Pratt was informed of this hearing. Chairman Pavone asked the secretary
when Mr. Pratt received his notice of the hearing. The secretary replied
that Mr. Pratt received notification on July 12, 1983 at 9:00 a.m. Mr.
Carullo asked the attorney for advice on the case. Mr. cook stated that
legally Mr. Pratt had not been given sufficient notification and that the
case should be continued. Motion by Mr. Carullo, seconded by Mr. Myers
to continue Case No. 21 to July 26, 1983. Motion carried by a unanimous
roll call vote.
Case No. 22 -Jame A., Jr. and Donna J. Manzullo, 420 Evergreen Avenue,
Longwood, FL. Violation of Chapter 4, Sec. 4 - 15, Chapter 11, Sec. 11--2
( 5 ) and chapter 12 Sec. 12-2(5). Secretary read the of f idavit of
violation. officer Rossi stated that this was an alleged violation and
there was no known fact that dogs were barking. He asked the board for
a conclusion of the case. James A. Manzullo, Donna J. Manzullo, Dorothy
N. Worley, Myrtle Ledford, Mary Clark and Phyllis carter were sworn under
oath by the secretary. Mr. Manzullo stated that the resolution by the
previous officer stated there was not a violation and according to officer
Rossi there is not a case. chairman Pavone stated that the reason the
case came before the board was to hear both sides of the case.
Codes Enforcement Board Meeting - 7/12/83
Mrs. Worley stated that she had a copy of her petition with the neighbor's
signatures showing that they had heard the dogs barking and a copy of
Mr. Manzullo 's petition showing that the neighbors did not hear the dogs
barking. Mrs. Worley presented letters from two doctors stating that the
barking of dogs at night disturbed Mr. Worley to the point that he is
unable to receive the rest he needs. Mr. Worley is under doctor's care
for heart disease. Mrs. Worley stated the dogs don't bark all the time
or continually but when the dogs start barking, it is a strain on anybody's
nerves. Mrs. Ledford stated that she lives behind Mr. Manzullo and the
dogs disturb her and her husband. Mrs. Ledford stated that her husband is
also ill. Mrs. Ledford stated she is home ninety percent of the time and
that no one contacted her as to whether she heard the dogs barking. Mrs.
Worley stated that she had a copy of officer Grose's report and it contained
several false statements and presented it to the board. Mrs. Worley stated
that she talked with the neighbors that signed Mr. Manzullo's petition and
these neighbors lived way down the street from Mr. Manzullo and stated that
his petition is full of false statements. Mr. Myers asked Mrs. Worley when
the doctors came out of hear the dogs barking. Mrs. Worley stated that she
told the doctors of the barking dogs. Mr. Kennedy recommended that Mrs.
Worley insulate the room of her house. Mr. Manzullo stated if his dogs bark
for any length of time, all the people who signed the petition should hear
them. Mr. Manzullo stated that dogs bark for a reason and the dogs are for
protection. Mr. Manzullo stated that Mrs. Worley was aware that he had dogs
before she moved there because she rented the property previously. Mr.
Manzullo stated that he is in the process of training his dogs to keep them
quiet. Mrs. Clark stated that she had lived on the other side of the
Manzullos and was in the process of renovating her house with painters and
other people coming in and out all the time and the dogs did not bother them.
Mrs. carter stated that she lived next door to the Manzullos for a year and
the dogs' barking did not bother her. Mrs. Manzullo stated that she is very
nervous and can't drive more than five miles from her house. She stated
her only pleasure out of life is her dogs and dogs are good for nervous
people. Mrs. Worley stated that she likes her neighbors but was against
the noise for five years. Motion by Mr, carullo, seconded by Mr. Myers to
dismiss charges against the Manzullos. Motion carried by a unanimous roll
call vote.

Motion carried by a roll call vote. Meeting adjourned at 8:55 p.m.
