The Codes Enforcement Board of the City of Longwood, Florida, met
at 7: 30 P . M.
Present: Walter Fleck
Charles Kennedy
Verma Martin
Fred Ritter
Anthony Taddeo
Arthur Carullo, Chairman
Mary Triplett, Secretary
Absent: Buford Helms
1. The meeting was called to order by Chairman Carullo followed by
the Pledge of Allegiance to the United States f lag . The secretary
called the roll and all members were present except Mr. Helms. The
secretary was unable to notify Mr. Helms until 6 o'clock the day of
the meeting by leaving a message with his daughter.
2. Approval of Minutes - 11/22/83. Motion by Mr. Kennedy, seconded
by Mr. Fleck to approve minutes as submitted. Motion carried by a
voice vote.
3. Public Hearings. None Scheduled.
4. Unfinished Business None.
5. Presentation of Filed Affidavits of Violations. None Submitted,
6, New Business. Motion by Mr. Kennedy, seconded by Mr. Ritter to
accept an excuse for being absent the next day after a meeting is held.
Motion carried by a voice vote.
Chairman Carullo introduced Mrs. Martin to the board and stated that
that she was a new member to replace Mr. Virgil J. Pavone.
The board discussed a letter received by Chairman Carullo from Chief
Manning regarding the absence of officer Rossi at the last meeting.
Mr. Fleck stated that the board should be notified if officer Rossi
cannot attend a meeting and stated Officer Rossi was aware of the day
of the meeting. Mr. Kennedy stated officer Rossi had ample time to
notify the board and that he was oresent at the meeting when the public
hearing date was set up. Motion by Mr. Kennedy that a minimum of a
weeks notice be given if the officer is unable to attend a meeting so
the violator can be notif ied . Motion failed f or a lack of a second.
Mr. Kennedy stated that if the board postpones a meeting for the police
officer then the meeting could be postponed if the violator fails to
attend,

At 7:50 P.M. Chief Manning joined the meeting and Chairman Carullo
asked hire to speak, Chief Manning stated that the reason officer
Rossi was absent was due to a lack of communication. Chief Manning
stated that he never received a letter from the attorney concerning
Officer Rossi and the reason for the absence was strictly a lack of
communication. Chief Manning stated that the board was cooing a
tremendous job. Chief Manning stated that officer Rossi works directly
for the board. Motion by Mr. Taddeo, seconded by Mr. Ritter to request
a work session with the commission on handling any complaints against
Officer Rossi. Motion carried by a unanimous roll call vote. Chairman
Carullo requested that Chief Manning be present at the work session.
Chairman Carullo stated the board would like the officer present at
every board meeting in case there are any questions. Chief Manning
stated that he will make that part of his job. Motion by Mr. Fleck,
seconded by Mr. Ritter that the officer attend all meetings. Motion
was carried by a unanimous roll call vote.
Chief Manning briefed the board on the Fire Alarm ordinance.
7. Adjournment. Motion by Mr. Taddeo, seconded by Mr. Kennedy to
adjourn. The next meeting was set for March 27, 1984 or sooner if
required. Motion carried by a unanimous roll call vote. Meeting
adjourned at 8:45 P.M.
