1. The special meeting was called to order by Chairwoman Sikora.
The secretary called the roll and all members were present except
for Mr. Jacobs. Mr. Jacobs was excused from the meeting by
Chairwoman Sikora.
2. Approval of Minutes - 12/10/85. Deferred to the next
regular meeting.
3. Reports, None.
4. Public Hearings.
a. Initial Hearings
Case No, 51, Judge Development Group, Inc., 505 Wekiva Springs,
Longwood, FL 32779. Violation of City Code, Appendix A Sections
loll r 400.2A and 403.2D. Officer Rossi and Gerald Schmit were
sworn under oath, Officer Rossi stated his qualifications.
Officer Rossi stated the violations and presented the case. He
presented three exhibits. Officer Rossi stated that vehicles were
driving over the berm and were causing it to collapse. He stated
that there was no attempt being made to bring the violations into
compliance. Mr. Schmit stated that the site plan included a turn
around. He stated that railroad ties and utility poles were used
to beep vehicles from driving over the berm but disappeared. Mr.
Schmit stated that people drive over the berm including the
Longwood Police and Utility Department personnel. He stated that
they did not have time to sit and watch that people did not abuse
the turn around. office Rossi stated that the turn around was
used as an ingress and egress which destroyed the berm. He stated
that the turn around should have been fenced or have a blockade.
Mr. Schmit stated it was up to Mr. Judge to expend funds. Mr. Ron
Haendiges was sworn under oath. Mr. Haendiges stated that it was
designed for a turn around and that they had replaced the grass
three times on the bermed property and the city vehicles drive
over the berm. He stated that they were not willing to expend any

more money. officer Rossi stated that using the turn around for
ingress and egress violated the City Code. Mr. Haendiges stated
that Walter E. Judge, Jr. owns the property, not Judge Development
Group, Inc. Mr. Haendiges stated the turn around was paved with
permission from the City. He stated that vehicles can enter and
exit the site by going straight through and the vehicles do not
need to use the turn around. Mr. Faulkner asked if the problem
was the responsibility of Mr. Judge or the people using the cut
through that was no longer needed. Motion by Mr. Faulkner,
seconded by Mr. Heffner to dismiss the case if Mr. Judge would
work with the City to solve the problem. Motion carried by a
unanimous roll call vote. Mr. Gougelman asked that the site plan
that the defense presented be marked as exhibit 1 and placed in
the file.
Case No. 52, Ken Dobmeier, DBA County Club Pet World, 450 E.E.
Williamson Road, Longwood, FL 32750. Violation of City Code,
Chapter 12, Section 12 -2(5) and Appendix A. Section 618.4A.
Motion by Mr. Heffner, seconded by Mr. Ritter to reschedule public
hearing until January 28, 1986. Motion carried by a unanimous
voice vote.
Case No. 53, David and Margie Venson, 428 Longwood Circle South,
Longwood, FL 32750. Violation of city Code, Appendix A, Section
618.4A9 Ms. Sikora stated for the record that officer Rossi was
sworn previously. Margie Venson was sworn under oath. Mr.
Heffner stated that he was aware of information pertaining to the
case that he had heard at a City Commission meeting. officer
Rossi presented the case and presented exhibits 1 and 2. He
stated the violation was parking a 1981 Kenworth Truck Tractor for
more than one hour in a residential area Mrs Venson stated the
truck was parked in the yard and she came to the City for a
permit. Officer Rossi stated permission does not fall in the
category of special exemptions. Ms. Sikora asked where the truck
was parked and Officer Rossi replied on the side of the property,
Mrs. Venson stated that the truck had been parked there for four
and one -half years. Mr. Heffner stated that it lowers the value
of the neighborhood and does not look good. Mr. Heffner asked
Mrs. Venson why she waited until she received a warning before
going to the City Commission. Mrs. Venson stated the City
Commission told her to continue to park the vehicle there. She
stated her husband is only home two days a week, Ms. Sikora
stated that she had a problem with the charge of 618.4A which
stated parking in a public place. Mr. Gougelman stated that the
board cannot take action on any violation not charged. Motion by
Mr. Heffner, seconded by Mr. Warren that case be dismissed without
prejudice and that the oversight be adjusted. Motion carried by a
vote of 4 to 2 with Mr. Heffner, Mrs. Martin, Ms. Sikora and Mr.
Warren voting "Yes" and Mr Ritter and Mr. Faulkner voting "No ".

Case No. 54, Henry G. Shuler, 818 Logan Drive, Longwood, FL 32750*
Violation of City Code Appendix A, Section 618-4A. Off icer Rossi
was previously sworn under oath. Levelle Shuler was sworn under
oath. Officer Rossi presented the case, he stated that a tractor
trailer was parked on May Court which was a public street. He
stated the vehicle was registered to Henry G. Shuler, Mrs. Shuler
stated that it was a small street and that they had gotten
permission six years ago from the City Administrator to park the
truck on May Court. Mrs. Shuler stated that they had discussed
parking the truck on May Court with Mr. Greg Manning and that he
didn't see any problem. Ms. Sikora asked if Mrs. Shuler had a
written permit and she replied no. Mrs. Shuler stated that
Officer Rossi told her husband to come to city hall to obtain a
permit. Ms. Sikora asked if there was a provision for a permit.
Officer Rossi stated that it was under special exception 201. Mr.
Gougelman stated that some type of permit is needed but was not
sure that it was under 201. Harold E. Myers was sworn under oath.
Commissioner Myers stated that he had no objection to the truck
being parked on May Court and that it was an abandon street.
Officer Rossi stated that it was a public street, Mr. Heffner
stated that the restriction was written for a purpose to preserve
the residential character of the neighborhood. Mr. Gougelman
stated the solution to the problem was to obtain a permit. Motion
by Mr. Faulkner to dismiss the case. Motion died for lack of a
second. Mr. Warren stated that it was a clear violation, the
vehicle was parked on a city street. Motion by Mr. Faulkner,
seconded by Mr. Warren to table to find out if a permit is
available. Mr. Heffner stated that no attempt to get written
permission or a permit was made since August. Commissioner Myers
stated that at the time, the Commission felt it not necessary.
Motion by Mr. Faulkner, seconded by Mr. Warren to amend his motion
to table until the next regular meeting on January 28, 1986.
Motion carried by a unanimous roll call vote.

Case No . 47 , Vito Stramondo, Mass Restaurant Equipment . 705
Industry Road, Longwood, FL 32750, Violation of City Code,
Appendix A. Sections 101.1, 400 .2A 403.2C (1) and 403.2D (l) . Ms,
Sikora stated that officer Rossi was previously sworn. She stated
the reason the case was continued was because of improper service
and the respondent had now been properly notified. officer Rossi
stated that the respondent was in compliance and suggested that a
motion be made to dismiss the case. Motion by Mr. Faulkner,
seconded by Mr. Heffner that case be dismissed. Motion carried by
a unanimous roll call vote.

7. New Business other Than Public Hearings. Ms. Sikora
recommended a work session on January 7, 1986 and welcomed input
from officer Rossi. It was the concensus of the board to have a
work session on January 7, 1986 to discuss procedures and the new
forms and to have the regular meeting on January 28, 19860
8. Adjournment. Motion by Mr. Faulkner, seconded by Mr. Warren to
adjourn meeting. Motion carried by a unanimous voice vote.
