The Codes Enforcement Board of the City of Longwood, Florida met
at 7:30 P.M.
Present: Maureen Sikora, Chairwoman
Charles Heffner, Vice Chairman

Absent: Donald Faulkner
1. The meeting was called to order by Chairwoman Sikora. The
secretary called the roll and all members were present except
Mr. Faulkner. Chairwoman Sikora said she received a letter
from Mr. Faulkner stating that he can not attend meetings held
the second Tuesday of the month, due to prior commitment and
Chairwoman Sikora suggested the board try to schedule future
meetings accordingly.
Mrs. Ann Colby, City Attorney, Mrs. Rhonda Ledford, new CEB
Secretary, and Mr. Peter Butt, CEB Officer introduced themselves
po to the board,
2. Approval of Minutes 4/8/86. Motion by Mr, Hef fner
seconded by Mr. Jacobs to approve minutes of April 8, 1986 as
submitted. Motion carried by a voice vote.
3. old Business - None.
4, New Business - (other than public hearings) -- Mrs. Colby
stated that the City Commission,, with the addition of the new
Code Enforcement Staff ■ would like to see the CEB Staff take a
very active and forceful approach to code enforcement. She
stated that During the month of October Mr. Butt filed 77
violations of which 71 complied, and at this time there are 3
cases scheduled for hearing before the board if they do not come
into compliance. Mrs. Colby briefly reviewed the
additions /deletions of the Florida Statutes governing code
enforcement which was included in all board members' packets.
Mrs. MacDowell questioned Mr. Butt the Code Inspector regarding
his duties as Code Inspector 3/4 of the time and his
Department /Supervisor. . Mr. Butt explained that he is a Code
Inspector 3/4 of the time and works for the Water Department
1/4 of the time, with salaries taken out the respective budgets.
He also said that Mr. Ron Waller is his supervisor.
SOW Mrs. Colby added that a person may be appointed and can serve in
more than one capacity.

Chairwoman Sikora indicated that the Code Inspector initiates
all actions taken before the board, that the board members do
not get personally involved in cases, and if they are aware of
violations they should report them to the Code Inspector for
action. Mrs, Colby concurred.
Mrs. Colby stated that all case files are available for review
by the board members and that members will receive a copy of the
complete case file prior to the hearing. She said the cases
that are filed and in compliance prior to the hearing will be on
record and available for review in the CEB Office.
Chairwoman Sikora expressed the board's appreciation for all the
efforts the Code Enforcement Staff has been making*
Mrs. Colby discussed the documents called Findings of Fact,
Conclusion of Law and Order also included in the board's packet.
Election of Chairperson and Vice - Chairperson. Each member
introduced themselves. Motion by Mr. Jacobs to nominate Mrs.
Sikora as Chairwoman, seconded by Mr. Heffner. Motion carried
by a voice vote Motion by Mr, Delaney, seconded by Mr. Heffner
to close nominations. Motion carried by a voice voice. Mrs.
Sikora was elected chairwoman. Mr. Delaney made a motion to
nominate Mr. Heffner for Vice- Chairperson, seconded by Mr.
Jacobs. Motion was carried by a voice vote. Motion by Mr.
Jacobs, seconded by Mr. Delaney to close nominations. Motion
carried by a voice vote. Mr. Heffner was elected Vice -- chairman.
Review and adoption of Rules and Regulations. Discussion of
Article IV, Section 1 on Page 1 ■ "annual organizational meeting
in October each year", consensus of the board to remain
unchanged. Discussion of Article V, Section 1, Page 1, "Regular
meetings shall be held the fourth Tuesday". Decision was
unanimous not to change Article V, but to schedule a special
meeting, to hear cases, in December., Motion by Mr. Delaney,
seconded by Mrs. Corbin to schedule a special meeting for
December 2, 1986 and to cancel the December 23, 1986 regular
meeting. Motion carried by voice vote. Rules and Regulations
approved as previously adopted.
5. Adjournment. Motion by Mrs. Corbin, seconded by Mr, Delaney
to adjourn meeting. Motion carried by unanimous voice vote.
Meeting adjourned at 8:15 P.
