i. The meeting was called to order at 7:35 P.M. on April 24,
1990.
2. The secretary called the roll.
3. Approval of minutes: Motion by Mr. Holleman, seconded by
Ms. Latoski to approve the minutes of April 4, 1990 as
written. Motion carried by an unanimous roll call vote.
4. LIENS FILED:
A. Reviewed through cases ( Sob❑ t k a , Hepp and M i n i t- -Weld )
with liens pending. These three must wait the full six
months for Foreclosure. Mr. Taylor is working on
writing a new ordinance to change the time span from
six months to three months.

Ms. Corbin asked Ms. Price to present the case. Ms. Lomax
swore in Ms. Price. Ms. Price presented pictures to the
board. The tenant, Karen McDonald is a collector of sorts.
There *15 no place for storage, so all of her collection is
in the yard. Neighbors have complained. There is a non-
operable vehicle that has been there for a long time. The
yard had been cleaned up quite a bit, but this has
reoccurred several times. This case was brought to the
Board due to the possibly of reoccurrence .

Ms. Corbin questioned the date of the first complaint. Ms.
Price advised that the file dates back to August 14, 1989,
Ms. Lomax swore in both Ms. McDonald and the son of the
owners, Mhill Nikollaj.
Ms. Lomax asked Ms. McDonald what her purpose for collecting
all the stuff was. Was she a licensed c o l l e c t o r ? Did she
plan on having any garage sales? Ms. McDonald stated that
she uses some of the stuff herself and gives away some. She
further stated that she did have a garage sale occasionally.
After much discussion regarding the non-operable v e h i c l e ,
the trailer and if there was another place to store the
items, Ms. McDonald stated that she had rented a storage
shed a couple of weeks prior to the meeting. Ms. Price was
not advised of any storage shed. Ms. Price stated that she
had tried to work with Ms. McDonald. Also that she had been
told several different excuses why the vehicle was non-
operable. Ms Price felt that she was not sure anymore what
was the truth.
Ms. McDonald left the meeting before any ruling .
Mr. Mhill Nikollaj, as the spokesman for his parents who do
not speak English stepped forward. Ms. Lomax reminded Mr.
Ni k❑ 1 la j that he was under oath. Mr. Ni k❑ 1 la.i stated that
he and his parents have tried to get her to clean up the
place. Ms. Lomax explained to Mr. Nikollaj that being the
property owner he could be fined up to $250.00 a day until
the violations are cleaned up. Mr. Ni ko 1 1 a j asked for some
time and he would start the procedure to have Ms. McDonald
evicted,
Ms. Lomax made the motion to give Mr. Nikollaj until the
next Code meeting, dated for May 22, 1990 to bring the
property into compliance. At that time he will need to
either: A ) have the property cleaned up and in f u l l
compliance B) have tenant serviced with the legal paperwor k
necessary for eviction (copies of any paperwork should be
presented to the Board). On May 22, 1990 if neither of the
conditions are met the fine will be imposed of $200.00 a
day. Mr. Holleman seconded the motion. Motion carried by
an unanimous rv11 call vote.

Ms. Price e x p l a i n e d that both cases have been cited and
properly serviced. Both retained Mr. Michael Kramer ' s
services and he had a prior commitment and asked for a
continuous. After much discuss regarding the guidelines in
filing for a continuance and who should approve such, Mr.
Mantzaris stated that the county has a "Request for
Continuance" form that we could use as a guideline to devise
Our own form.
Mr. Nagle requested that the Board have a special meeting
after a continuance has been granted rather than give the
v i o l a t o r another month to comply. Ms. Lomax stated that the
Board is a volunteer board and that the Board members have
other commitments throughout the month. Mr. Holleman made
the motion that a continuance can be made on a one time
basis to the Code Enforcement Board if presented on the
appropriate farm by the violator or the v i o l a t o r ' s attorney
and show good cause. If the Board turns down the
continuance the violator or the violator's attorney must be
prepare to present the case. The continuance farm to be
made by the Code Enforcement Attorney. Ms. Lomax seconded
the motion. Motion carried by an unanimous roll call vote.
Ms. Lomax made a motion that Ms. Price notify Mr. Kramer of
the new ruling r eg ar d i ng continuances. Seconded by Ms.
Latoski. Motion carried by an unanimous roll call vote.
71 OLD BUSINESS
CEB --1051 -- Furniture Unlimited
Ms. Price stated that Mr. Schrimsher asked to be put on the
agenda due to the possible problem in the parking on the
east side by the Video Business. However, no problems have
come up. Currently all is still in compliance.
