Call meeting to order.
The meeting was called to order at 7:40 by Chairman Bundy.
2. Introduction of new Board Member - Timothy Orrange
Mr. Bundy introduced Mr. Orrange to the Board members.
3. Roll Call.
The Secretary called the roll. Mr. Valkenburg, Mr. Tolos and Ms. Dennis were absent
4_ Approve minutes of last meeting - November 26,1996
Motion was made by Mr. DiFiore, to accept the minutes of the November, 26,1996
meeting as written, Seconded by Mr. Orrange. Motion carried by unardmous voice vote.
5. Public Hearings:
A. CEB 97 -01 -001 Brent & Cynthia Chapdelaine d/b /a Reliable Rate
(Complied 1/17/97)
B. CEB 97 -01 -002 Brenda Patterson & Otis Thomas
Ms. Price received a complaint about two inoperable vehicles parked in the back yard at 400
Longwood Circle South. On December 9,1996 notice was given to the property owners to
comply with City Code Chapter 22, 22 -28. As of 9:45 A.M. January 28,1997 the vehicles were
still in the yard. It was requested that they either be operable within 3 days of notice, stored in an
enclosed garage or removed from the property. On January 28,1997 the Code Enforcement
Officer inspected the property which was found to be in compliance. Ms. Price requested that the
Board make a finding of fact that a violation did occur at this address, and asked that a repeat
violation be invoked should the violation reoccur.
Ms. Patterson was present and stated that the vehicles both belong to her and she has removed
both vehicles from the property and stored them elsewhere.
Motion was made by Mr. DiFiore, to find the respondents Brenda Patterson and Otis Thomas of
400 Longwood Circle in violation of Longwood City Code, Chapter 22, Section 22 -28 as a
matter of law. Mr. DiFiore asked that the Board make findings of fact that two inoperable
vehicles were present on the property and pictures were presented as evidence. If the
respondents come before the Board again the repeat violation fine of $500 per day would be
imposed. Seconded by Ms. Addison. Motion carried by unanimous voice vote.
C. CEB 97 -01 -003 Ronald & Anna M. Regn, Property Owners
Ms. Price stated that this case was in compliance on January 17, 1997
D. CEB 96 -05 -006 Daniel & Lisa Littlefield, Property Owners

Mr. Culbertson, Building Official presented the case. In 1992, the Littlefields were issued a
building permit to re -roof their home and failed to call for any inspections. The Building
Department sent notification that final inspections were required. After four years of delay the
Building Official turned the case over to the Code Enforcement Board. The Code Enforcement
Board heard the case in May of 1996 and ordered that the Littlefields apply for permits and call
for the required inspections. The respondents did apply for the building permit but failed to call
for inspections, allowing the permits to expire.
On September 10, 1996 the Building Department sent the Littlefields a certified letter which the
respondents would not claim. The City Building Department then had the Longwood Police
Department serve them on October 3, 1996 at 10:41 A.M. The respondents were given notice in
the letter that the permits # 21076 & 21068 would not be extended. Mr. Culbertson pointed out
to the Board that this project goes back to 1992 and has yet to be resolved. The Littlefields have
not made any effort to comply with the May 1996 Code Enforcement Board order, even at the
expense of a $250 per day fine for not complying. The Building Official said that this matter is still
not in compliance and is now being referred back to the Code Enforcement Board for further
consideration. The staff recommended to the Board that a reasonable penalty be placed against
the respondents until compliance has been met.
Mrs. Littlefield explained the history of the house and why the new roof was needed. The roof
collapsed over the family room and the master bedroom. She said that the family had already
spent over $5,000 just to put the new framing and roof into place. Mrs. Littlefield explained that
she did pull permits and had the inspector come out to do an inspection, but he failed the framing
but passed it the next day. Mrs. Littlefield asked for an additional ten to fourteen days to finish
the last six squares of roof and rerquest a final.
Motion was made by Ms. Addison to close the public hearing, Seconded by Mr. DiFiore. Motion
carried by unanimous voice vote.
Motion was made by Mr. DiFiore to find the respondents in violation of the Final Order issued on
May 28,1996 and requested the Board make findings of fact that these violations occurred. He
hirther moved to give the respondents twenty four (24) hours from service of this order to apply
for the required permits. He further stated that, within one working day of applying for the
permits_ that they contact the Building Department and have the Building Official and another
staff member visit the site to see what would be needed for the job to be finalled. Final inspection
must be called for within 14 days of applying for the permit. If not, the fine would be retroactive
to December 24.1996 at $250 dollars per day per permit. Seconded by Mr. Orrange. Motion
carried by unanimous voice vote.

Mr. Bundy mentioned the fact that Board members were not calling the Chairman to inform him
of any absences and asked for definition of an excused and unexcused absence. All absences are
supposed to be approved in advanced by the Chairman.
Ms. Goodblatt stated that the rules provide that any member who misses two or more would be
removed from the Board. Ms. Goodblatt suggested that all Board members receive that section,
which states the correct way to be excused for absences.
Ms. Addision suggested discussing this matter at the next meeting.
8. Adjournment
Motion was made to adjourn the meeting by Mr. DiFiore. Seconded by Mr. Orrange. The
meeting was adjourned at 8:55 P.M.
