The Code Enforcement Board of the City of Longwood, Florida met on February 22, 2000 for the purpose of election of officers and orientation for new Board members. The meeting was called
to order at 7:02 P.M. and the roll was called. Present: Bob Lomax Ernest Tolos Cheryl Melvin Joe Hartman Laura Moehlenkamp Amy Goodblatt, Code Board Attorney Absent: Larry Moore Kevin
Walters Staff: Richard Taylor, City Attorney Dan Spak, Inspector Cathy Price, Inspector I Acting Secretary Mr. Lomax recommended that Items #3 and 4 on the agenda be reversed to allow
the introduction of new Board members prior to election of officers. Each Board member then introduced themselves and gave some information regarding their background, current job position
and tenure on the Board. Staff introduced themselves and Mr. Taylor explained that his position was to represent the City along with the inspectors to assist in prosecution of cases.
He stated that it was E. not necessary for staff to have an attorney, only the Board needed to be represented. The Board then went on to elect a Chairperson, the previously elected Chairperson,
Mr. Maingot, having resigned to run for City Commissioner. Ms. Melvin nominated Mr. Lomax and Mr. Tolos seconded the motion. Motion passed by unanimous voice vote. Election was opened
for Vice Chairperson. Ms. Melvin nominated Mr. Tolos, motion seconded by Ms. Moehlenkamp. Motion passed by unanimous voice vote. The next item on the agenda was orientation for new members.
Ms. Goodblatt spoke first, advising the Board that their position is adjudicatory and her position is to advise them. Their job then is to make a fair decision based on information provided
by both sides of the case. Mr. Taylor provided the Board members with copies of Florida Statute Chapter 162, 1999-2000 Sunshine Amendment Guide and Code of Ethics for Public Officers
and Employees, the City Board Members Handbook. He also said that within the next month or two there would be a more indepth seminar held in the City, given by Bob Hamilton, former City
of Orlando attorney now retired. Mr. Taylor told the members that Chapter 162 is the authority for the Board to exist as a quasi-judicial body and explained the intent of the statute.
He explained the code process and presentation of cases by the inspectors to the Board. He told them that decisions made by them could also be challenged in Circuit Court if the person
chose to .-do so.
