1.. CALL TO ORDER.
Chair Rice called the meeting to order at 6:56 p.m.
2. PUBLIC COMMENTS ON ACTION ITEMS: None.
3. STAFF REPORT.
Ms. Meli reported the following:
Welcome Judy Coade.
Celebrate the Season was well attended. Two groups, Milwe.e Middle School and a dance studio
cancelled the week before the event. The City of Longwood would like to make changes next
year but this can be discussed at another meeting.
Downtown Longwood Cruise In — Second Saturday each month. The next event is going to be
Saturday, December 'l.0, 2011 from 4:00 pm until 7:00 pm qn Church Avenue. There will be
Food Trucks. We had about 100 cars attend the November show.

Movie in the Park — Friday, December 16, 2011, 7:00 pm, Candyland Park. Showing "Prancer ".
Senior Matinee — Third Wednesday of the month, December 21, 201 1 at 130 pm in the
Commission Chambers. Showing "Crazy, Stupid Love ".
Skate Park — Equipment is being installed. The waiver and signage is the responsibility of the
City Attorney and Risk Management. We will let you know when the opening of the park is
scheduled. City of Longwood will be putting two waiver signs, one in English and one in
Spanish.
ID Cards — Ms. Meli asked the Board if anyone has stopped by the Longwood Police Department
to have their photo taken for an ID badge. Ms. Meli explained the purposes of these badges are to
identify each Board Member from the City of Longwood Parks and Recreation Board.
Social Media — The City Commission approved the policy for social media and all employees
have to sign the social media policy.
Longwood Elementary — We have a one -year lease with the Seminole County School Board for
the use of the school. Leisure Services wont be able to move until we have computer /phone
connections. Some of our programs will start being held there in January. The school is a shell
with no furniture. The School Board has loaned the City twelve cafeteria tables.
Member Coad asked about what social media that the City is trying to do. Ms. Meli answered
that Leisure Services wants to have their own "Facebook Page ". The policy states what social
media is, which will consist of one way communication to stay with public record policy. Chair
Rice stated that this social media policy is for any media out there, for example: Twitter,
LinkedIn, and Four Square. Ms. Meli explained that Leisure Services is trying to reach out to
more citizens about the City events.
Chair Rice asked about the skate park in reference to risk management time. Ms. Mel] explained
risk management might have to come out and see the park in reference to where signs need to be
placed. The waiver will need to be notarized or signed in front of a City of Longwood staff
person. Chair Rice asked about the nets being installed around the skate park. Ms. Mel] stated
the City will install the nets around the back side of' the baseball field. Member Coad asked about
the waiver that skaters need to sign; who will oversee that the waivers are signed? Ms. Mel]
stated that kids under seventeen (17) must have an adult sign a waiver and will relieve the City of
Congwood from litigation. Ms. Meli explained that the City of Longwood City Attorney agrees
that our responsibility ends with a sign being installed around the park, stating that a parent must
sign a waiver for any kids under seventeen (17). Member Coad stated that there is no fee being
charged for the people to use this park. Ms. Meli stated yes, the park will be open and free.
Member Rivera- Laguer asked if there is going to be required equipment to be worn by the
skaters. Ms. Meli answered that the City of Longwood suggests that a lielrnct and pads be worn
at all times. Member Bright stated that the commission will shut the skate park area down if
vandalism arises. Ms. Mel] stated that there will be a City staff person in the park during
operation hours.
Chair Rice asked about pre- qualifying contractors for Reiter Park. Ms. Mel] answered that with
Commission approval, Purchasing will advertise for contractors. There will he three (3) to four
(4) contractors pre - qualified. Once the qualifications cone back, the City will have a commiftee

to rank them, and then the list will be presented to the Commission on the selected contractors for
approval. Once construction plans are ready only the selected contractors will hid on the project.
4. ACTIONS ITEMS.
A. APPROVAL OF MINUTES OF PREVIOUS MEETING -- November 1, 2011.
Member Trauger moved to approve. Second by Member Rivera - Lauer, can ied
by a unanimous voice vote with Members Putz absent.
5. BOARD UPDATES.
Member Trauger stated he likes what is going on with social media and also would like to thank
Ms. Meli for the changes made to the website.
Vice Chair Shoemaker - round up project is a work in process. Vice Chair Shoemaker explained
what the round up details is to Member Coad. Vice Chair Shoemaker stated that the main reason
for the round up project is to help City of Longwood parks.
Chair Rice - community partnership /sponsorship. Chair Rice stated she needed to contact the
City Administrator to check the status if the information on vendors and businesses being
complied with.
Ms. Meli stated that the City is in need for door prizes for the monthly car show that we host in
the downtown historic district. Vice Chair Shoemaker asked where the items came from for the
first car show. Ms. Meli replied we had some free oil changes from `'Tire Kingdom ". Vice Chair
Shoemaker clarified her question on who donated the prizes. Ms. Meli replied that City of
Longwood supplied the door prizes not the car club group.
Member Bright stated that her project is ongoing with "Facebook ". Member Bright stated that
she is still planning on working on the memorial tree fund.
Vice Chair Shoemaker inquired about the grant that Community Development was just awarded
to see if Reiter Park could get a piece of this funding. Ms. Meli explained this grant was awarded
for transportation only.
Member Rivera- Laguer's project is community input for Reiter Park. Member Rivera - Laguer
asked if music is going to be installed around the park for the public to enjoy during outings. Ms.
Meli replied yes that the City would like to have the whole park wired for music. Member
Rivera - Laguer asks about a water fountain feature being installed at Reiter Park. Ms. Meli
replied yes, at the entrance of the park by Church Ave.
Member PUIZ arrived at 7:45 p.m.
Chair Rice updated Member Coad that each member of the Board has taken on a project to help
staff out.
Member Coad asked if our Facebook page is going to have a map on it for each park location.
Ms. Meli replied that we currently have a map on the City of Longwood website. Member

Trauger replied in reference to a map of all the parks Google Map can be used with our new
"Facebook" page to elaborate on existing parks in the City and the location of them.
Member Putt stated that Reiter Park is having an issue with dog waste being left behind. Ms.
Meli states that we do have a City Ordinance stating that no dogs are allowed in the park.
Member Bright stated that we need signs posted that no dogs are allowed.
Chair Rice read the Fist of projects that are currently being worked on or that are up for grabs.
Member Coad inquired about Woodlands Community and the use of their park area for field
usage. Ms. Meli replied that two of the residence from the community came and met with the
City because they wanted to find out what the steps were in reference to annexing into the City.
The City of Longwood hasn't heard back from the community. Member Coad spoke on the old
golf cart property for green space usage on a lease bases. Ms. Meli stated that it is the Board's
role to advise the Commission.
Member Coad's project is going to be the future expansion of parks.
Vice Chair Shoemaker made a motion to have Member Coad do fact finding for green space.
Motion was denied due to lack of a second.
Ms. Meli stated that Progress Energy will not allow the City of Longwood to use green space
under power lines.
