CALL TO ORDER Parks and Recreation Advisory Board Chair Lori Rice called the meeting to order at 6:00 p.m. 2. PRESENTATION LED BY KIMLEY -HORN AND ASSOCIATES REGARDING THE LONGWOOD BICYCLE - PEDESTRIAN MASTER PLAN Mike Woodward, Kimley -Horn and Associates (KHA), provided a presentation regarding the progress on the Longwood Bicycle- Pedestrian Master Plan project since the last meeting. Chairman Noyes, Land Planning Agency, asked why Longwood Hills Road was considered "unsafe" for cyclists and pedestrians. Mr. Woodward responded that a number of factors, including the limited visibility around the curve of the road, Lyle Irwin, resident, requested a copy of the draft Bicycle - Master :Plan. Mr. Woodward took down his e -mail address and said he would provide him a copy. Mr. Woodward mentioned that Arbor Park would be a good place to run a trail connection through. Chair Rice, Parks and Recreation Board, added that there is money in the budget for a dog park at this location. Mike Woodward said that a dog park, with fences, would not preclude a connection but that it may need to be re- directed. Chair Rice inquired about the trail connection to the Cross - Seminole "Trail, and the necessity of filling in a ditch to complete the connection. Chair Rice asked how the stormwater implications would be mitigated. Mr. Woodward added that the ditch would have a pipe installed before it was filled to continue to carry the water, and that would be a separate permitting process that he did not anticipate any problems with. Discussion ensued regarding the importance of permitting the pipe correctly to ensure there were no flooding concerns. Chair Rice asked about a buffer for the various trails near residential areas. Mr. Kintner, City of Longwood, indicated that this project was intended to identify trail locations and determine feasibility. The design phase will occur later, and the City has received funding from the Department of Housing and Urban Development and has applied for funding through the TIGLR IV program, both of which include public outreach components at which point issues of buffers and those type of things will be discussed with residents adjacent to trail projects. Mr. Woodward continued the discussion on the trail connections and alternatives identified, sidewalk gaps, and the Safe Routes to School Program. Mr. Woodward described the process and schedule for the approval of the Bicycle - Pedestrian Master Plan, and said that Kimley -Horn will prepare a newsletter that will inform residents about the outcomes of the plan. Chair Rice asked about the future at CR 427 and Church Ave. Mike Woodward stated that City staff has been working with Seminole County to discuss a number of options, including a road diet, to create a safer crossing at this location for pedestrians. Mr. Woodward also described a similar unsafe situation at Milwee and SR 434. Mr. Woodward continued the presentation by discussing the challenges of creating trail connections along major roads. Member Judy Putz, Land Planning Agency, asked about sidewalk connections near Reiter Park on W. Warren Ave. Mr. Kintner responded that it was included as part of the Master Plan, and is part of the City's TIGER IV grant application. 3.
