APPROVAL OF THE MINUTES FOR A. Regular Meeting October 10, 2012. Vice -Chair Judy Putz moved to approve the October 10, 2012 minutes as submitted. Seconded by Chair Bruce Noyes and carried by a unanimous roll call and vote. 4. PUBLIC COMMENT None. Chair Bruce Noyes moved to close Public Comment. Vice -Chair Judy Putz seconded the motion. LPA Meeting —November 14, 2012 5. PUBLIC HEARING A. LDCA 03-12 Longwood Development Code Amendment Ordinance 12-2000 AN ORDINANCE OF THE CITY OF LONGWOOD, FLORIDA, AMENDING THE LONGWOOD DEVELOPMENT CODE ARTICLE III DEVELOPMENT DESIGN STANDARDS AND THE LONGWOOD DESIGN GUIDEBOOK, AND PROVIDING FOR CONFLICTS, CODIFICATION, SEVERABILITY AND EFFECTIVE DATE. Chris Kintner stated the Code Amendment is a request of the City Commission regarding corrugated metal and corrugated metal like facades on commercial buildings. The code as it is now written doesn't allow for corrugated metal, however, we have had a number of requests from businesses for use of corrugated metal. It is a particular design aesthetic that we are starting to see more often, therefore we asked the City Commission if that was something they would like for us to revisit. They directed Staff to come back with language that loosened those requirements somewhat. The Ordinance combines sections regarding allowable and prohibited materials for clarity. Item H in the design standards allows seamed metal paneling and its definition and also a definition for corrugated metal so we can draw a distinction between those two. While we are comfortable with the seamed metal paneling as an accent we wanted to make sure there was a distinction between that any corrugated metal as you might see on an industrial building, which wouldn't be appropriate for a main corridor. In addition to those changes we've provided a series of pictures showing what would be allowed under these changes and where they are allowed. Additionally, for places that have metal roofs and want to have metal awnings that match the metal roofs, we've made some allowances for that in keeping consistent with the color palette so we don't have neon colors on the paneling. Sheryl Bower stated we differentiated between 17-92 and the rest of the city. The City Commission instituted strict design guidelines and as a result we have some nice buildings, for example Walgreens, Sonic and a lot of other buildings on 434 East of Ronald Reagan. So we didn't want to totally change the aesthetic to a more highway oriented road where you find corrugated metal type buildings. On 17-92 we saw there was an opportunity to open up corrugated metal uses, because of car dealerships and other types of businesses using corrugated metal, but still preserve the good design that we have along 434 by only allowing it as an accent. Chair Bruce Noyes motions to close this public hearing portion of the meeting. Seconded by Member Brian Fiore and carried by a unanimous roll call and vote. LPA Meeting —November 14, 2012 2 Vice -Chair Judy Putz stated that Staff had done a good job and thinks the code amendment would be great. She knew there had been some reservation initially with the Commissioners in terms of what the City doesn't want regarding corrugated metal. Chair Bruce Noyes made a motion for the City Commission to approve Longwood Development Code Ordinance 12-2000, LDCA 03-12 as submitted. Seconded by Vice - Chair Judy Putz and carried by a unanimous roll call and vote. 6. DISCUSSION AND SCHEDULE FOR FUTURE AGENDA ITEMS Discussion ensued regarding potential future items.
