SILENT MEDITATION FOLLOWED BY THE PLEDGE OF ALLEGIANCE. 10. PUBLIC HEARINGS. (PART 1) A. Read by title only and adopt Ordinance No. 13 -2013, which fixes the final rate of ad valorem taxation for the fiscal year commencing October 1, 2013 and ending September 30, 2014. The final tax rate being proposed for Fiscal Year 201312014 is 5.500 per $1,000 of son- exempt assessed valuation. Said rate is 1.52% higher than the rolled back rate of $5.4178 per $1,000 of non - exempt assessed valuation as computed by F.S. 200.065. B. Read by tide only and adopt Ordinance No. 13 -2014, which establishes final revenues, expenditures and fond balances for the City's fiscal year budget commencing October 1, 2013 and ending September 30, 2014. 3. COMMUNITY ANNOUNCEMENTS. A. Senior Matinee will be held on Wednesday, September 18, 2013 from 1:30 pm. until 3:30 pm., Longwood Community Building, 200 West Warren Avenue. Approve Minutes of the July 25, 2013 Special Meeting, July 29, Work Session and July 29 Special Meeting. B. Approve the Monthly Expenditures for August and September 2013. C. Approve the Monthly Financial Report for August 2013. D. Approve a purchase order in the amount of $255,000 to Waste Pro for solid waste and recycling services through January 1, 2014. E. Approve a Grand Opening for the Dog Park on the morning of Saturday, October 26, 2013 and for Reiter Park prior to the Halloween Event on the afternoon of Saturday, October 26, 2013. F. Approve the renewal of the Florida Yards & Neighborhoods } Agreement (FYN) for a term of five (5) years from October 1, 2013 — September 30, 2018 at an annual cost of $4,000. The program was implemented through the counties University of Florida/Institute of Food and Agricultural Sciences (UF/IFAS) Cooperative Extension Service offices, provides environmental education and outreach activities in the community to help residents reduce stormwater runoff conserve water and enhance their community by improving home and landscape management. G. Approve a Memorandum of Agreement for Acting City Clerk by and between the City of Longwood and Michdk Longo. H. Approve a purchase order in the amount of $20,000 for the 2013/2014 Fisccal Year Budget for Miscellaneous Stormwater Services and Professional Engineering PlauL CC 09 -16 -13/2 I. Approve a Professional Services Agreement with Clarke Aquatic Services for the City of Longwood's Lake and Pond Maintenance for the 201312014 Fiscal Year. L Approve a Termination of Sewer Use Agreement and Termination of Transportation Impact Agreement between the City of Longwood and Fields PAG, Inc. to clear up title issues for the new owners. 10. PUBLIC HEARINGS. (PART H) C. Read by title only and adopt Ordinance No. 13 -2015, approving the extension of the Non - Exclusive Franchises for the Collection of Commercial Solid Waste and/or Recovered Materials for an additional six (6) months. D. Read by title only and adopt Resolution No. 13 -1337 adopting a Five Year Capital Improvement Program for the Fiscal Years 2015, 2016, 2017, 2018, and 2019 pursuant to the requirements of Section 6.07 of the City Charter. 11. REGULAR BUSINESS. A. Request by Heritage Village at Longwood, LTD asking that the City contribute $50,000 to Heritage Village affordable housing project, a proposed 120 unit senior affordable housing facility located on Orange Avenue near the SunRail Station. B. Read by title only, set October 7 2013 as the public hearing date, and approve the first reading of Ordinance No. 13 -2009, which proposes approval of a Small Scale Comprehensive Plan Amendment (SPA 02-13) to the Future Land Use map, changing the property from County Mixed Development (hM) to City Infill and Mixed-Use (IMU) and amending the Longwood Design Guidebook Districts Map to assign the East End Planning District to the property with Parcel ID 05-21-30 - 5234OWWWAA (1990 S. US 17 -92). C. Read by title only and adopt Resolution No. 13 -1340, amending the City Commission Rules and Procedures concerning Public Participation and opportunity to be heard in compliance with Section 286.0014, Florida Statues. D. Read by title only and adopt Resolution No. 13 -1339, supporting initiatives limiting youth access to all forms of candy or fait tobacco and nicotine products. E. Approve a purchase order in the amount of $54,500 to RMPK Funding for services to be rendered in connection with the CC 09 -16 -13/3 research, writing and preparation of two (2) FRDAP grant applications. 12.
