1) CALL TO ORDER — Chair Rice called the meeting to order at 7:00 pm
2) PUBLIC INPUT — None
3) STAFF REPORT
Mr. Capizzi stated the next Car Show will be held on February 8, 2014 from 5p.m. until
8p.m.
Mr. Capizzi stated the senior movie will be held in the Longwood Community Building
on Wednesday February 19, 2014 at 1:30p.m. The movie will be "Notting Hill ".
Mr. Capizzi stated Babe Ruth Opening Day for Spring Ball will be held on Saturday
March 1, 2014.
4) ACTIONS ITEMS.
A. ELECTION OF OFFICERS TO CHAIR AND VICE CHAIR FOR 2014. Vice Chair
Bright motioned to nominate Lori Rice for Chair, seconded by Member Coad. Passed 5-
0-2. Member Coad nominated Nikki Bright for Vice Chair seconded by Chair
Rice. Passed 5 -0 -2.
B. APPROVE MINUTES FROM JANUARY 7, 2014 REGULAR MEETING. Vice
Chair Bright motioned to approve minutes from January 7, 2014, seconded by
Member Ross. Passed 5 -0 -2
C. DISCUSSION OF 2014 LAND AND WATER CONSERVATION GRANT
PROGRAM GRANT APPLICATION IN THE AMOUNT OF $200,000 FOR
REITER PARK.
Mr. Capizzi stated this is a new grant that the City of Longwood is applying for. We are
also applying for a CDBG grant. This is a matching grant that the City of Longwood will
need to match. We have the possibility of receiving up to $400,000 in a year's time to
apply towards Reiter Park. We can use the funds from the CDBG grant, if awarded, as
the matching funds needed for the Land and Water Conservation Grant portion.
Chair Rice asked when the CDBG will be awarded. Mr. Capizzi replied that we should
find out sometime in spring 2014 for both grants.
Member Coad asked if the Land and Water Conservation Grant has to be used for
something specific. Mr. Capizzi replied that we are currently working with the grant
writer to find out the details.
Chair Rice asked when the deadline is, to apply for the grant. Mr. Capizzi replied
February 28, 2014.
Chair Rice asked what was part of phase II of the Reiter Park Project. Mr. Capizzi
replied the amp theater. He also stated that there was items that were unable to be done
during phase I, like the tree canape and landscaping.
Vice Chair Bright asked what the cost was to write the two grants. Mr. Capizzi replied
($4500) forty-five hundred dollars.
D. RECYCLING PROGRAM PRESENTATION
Chair Rice spoke about recycling bins being placed in all city buildings and local parks.
Ms. Rice would like the local Cub Scout group to make up signs and have them
laminated to advertise what the bins are for. She also stated to put an article in the
upcoming Leisure Services guide about the new recycling program. We can collect the
same items in the new recycling bins placed around the City as what is collected in the
residential bins.
E. CELEBRATE THE SEASON DISCUSSION
Member Coad reviewed the 2013 Celebrate the Season synopsis to rejuvenate the 2014
Celebration. Ms. Coad suggested that the balloon artists at $775.00 be deleted or
replaced with someone giving away purchased blown up balloons and face painting at
$450.00 be deleted based on cost and how few children participated plus delete the snow
machine for a savings of $1,225.00 +.
Member Coad discussed deleting or revamping the crafts based on the quality of the
crafts and total lack of accountability of costs to the City. Ms. Coad suggested two to
three quality crafts for approximately 288 children such as plastic ornaments that may be
decorated at $576.00 or snowflake gel sun catchers at $71.76 or scratch off ornaments at
$78.00 or Christmas tree picture frames at $26.00. At a cost of $680.00, this would allow
if wanted, the availability to pay someone to oversee the craft project area. The
difference from 2013 of $1,900.00 to 2014 would be approximately $1,220.00 just in the
craft area.
Member Coad provided the cost of a hay ride at $500.00 for two hours with each
additional hour at $150.00. The hay wagon has a capacity of holding up to sixteen guest
and also would be decorated in a holiday theme. The City of Longwood could charge
one dollar per person as in the ice skating rink to help offset costs.
Member Coad also provide the cost of a gas powered train ride at $600.00 for two hours
with each additional hour at $100.00. The train is decorated in a holiday theme with
music playing as it takes its passengers for a ride. The train has a load capacity of
eighteen guest. There could be a charge of one dollar per person as in the ice skating rink
to help offset costs.
Member Coad suggested adding holiday characters such as Rudolph, elves and a snow
man walking around meeting and greeting the residents allowing them the opportunity to
take pictures with the characters for remembrance. Rentals run approximately $75.00 to
$100.00 per costume.
Member Coad stated that she received lots of feedback that the new location of the
Christmas tree was well received. Member Coad would like to see the vendor area
improve with a place to sit and more decorative to fit in with the festivities.
Vice Chair Bright asked what is the capacity of the ice rink. Mr. Capizzi stated between
twenty and thirty kids.
Chair Rice suggested as a replacement to face painting we look into temporary tattoos.
She also suggested decorating sugar cookies.
Member Coad suggested small games to be run by scouts and receive small prizes.
Vice Chair Bright made the motion to change the crafts for the upcoming 2014 Celebrate
the Season, to purchase own crafts and having volunteers complete the organization of
the crafts and working with Mr. Capizzi. Seconded by Member Coad. Passed 5 -0 -2
Member Coad provided the cost of having a nine foot high, thirty foot run snow slide at a
cost of $4,000 - $5,000.00. The cost of a snow pile area of 20'x 20'x T for playing in
with four tons of handmade snow at $1,600 (sixteen hundred dollars) plus delivery.
F. UPDATE ON BOARD MEMBER PROJECTS.
Member Ross would like to work on the "Dog Park" project.
Mr. Capizzi updated the Board on the exercise equipment that will be installed at Reiter
Park. He stated all this equipment will be installed soon. We have to purchase concrete
to have this equipment installed also. We have to order the tools to install all the exercise
equipment. When these tools come in, we will be able to review the equipment better.
Vice Chair Bright asked Member Coad if she wanted to head up the Christmas craft area.
Member Coad replied yes she will take on this project.
Vice Chair Bright asked Mr. Capizzi if the City had anyone to MC the Halloween event.
Mr. Capizzi stated this is open if anyone wants to take it on as a project. Vice Chair
Bright will take this Halloween Event to include the costume contest as a project.
Member Coad would like the Easter Event added to the project list.
Chair Rice updated the Board on the Round up project. Chair Rice stated she and Mr.
Capizzi met with the Financial Service Director about this and Ms. Barclay is going to
get a quote from the City's current software company to add this application to our
existing billing. Ms. Barclay will support this program, the City will just need to budget
for this software add on.
Vice Chair Bright would like to add QR codes to all City advertising.
